for
1 AN ACT relating to the legislature; creating the joint and 
2 standing committee on federal review; establishing powers 
3 and duties of the joint and standing committee on federal 
4 review; specifying the date for appointment of members to 
5 the joint and standing committee on federal review; 
6 providing a contingent sunset date; and providing for an 
7 effective date.

9 (a)  There is created the federal review joint and 
10 standing committee. The president of the senate shall 
11 appoint five (5) members of the senate and the speaker of 
12 the house shall appoint nine (9) members of the house of 
13 representatives to serve on the committee not later than 
14 March 31 following each general election.

16 (b)  The senate and the house of representatives 
17 federal review joint and standing committee shall:
18
19 (i)  Review any federal actions to determine if 
20 the sovereignty of the state of Wyoming and the powers, 
21 rights and liberties of its citizens, as legally defined 
22 during the ratification debates of the several states in 
23 ratifying the United States Constitution of 1787, are being  2025STATE OF WYOMING25LSO-04463HB0177
1 infringed upon or diminished and ensure the Wyoming 
2 legislature meets its constitutional obligation of 
3 recognizing all infractions to the constitution of which 
4 the state of Wyoming is a party;

6 (ii)  Ascertain and make findings as to which 
7 federal actions are not consistent with the enumerated 
8 roles, responsibilities and powers of the United States 
9 government in the United States constitution. This duty 
10 shall be exercised without regard for any United States 
11 supreme court or other judicial decisions that attempt to 
12 interpret federal actions, such as unconstitutional 
13 assertions assumed by the federal judiciary that undermine 
14 our republican form of government, because only 
15 legislatures can create and revoke laws;

17 (iii)  Report to and submit recommendations to 
18 the legislature, including sponsoring legislation, 
19 declarations, resolutions and communications with sister 
20 states, consistent with any determinations and findings 
21 made by the committee concerning the constitutionality of 
22 federal actions.

2 means all new, proposed and existing federal laws, 
3 resolutions, rules, regulations, decrees, orders, mandates, 
4 executive orders and any other federal dictate having the 
5 force and effect of law.

7 (d)  This section shall be repealed upon the repeal of 
8 the Seventeenth Amendment to the United States 
9 Constitution.

11.  The president of the senate and the 
12 speaker of the house of representatives shall appoint 
13 members to the federal review joint and standing committee 
14 not later than January 6, 2026.

16House and Senate need to adopt rules to 
17 implement this act.

2 completion of all acts necessary for a bill to become law 
3 as provided by Article 4, Section 8 of the Wyoming 
4 Constitution.
