Local government payments-electronic payments.

A BILL
for
1 AN ACT relating to cities, towns and counties; authorizing 
2 local governments to pay claims and demands through 
3 electronic payment means; making conforming amendments; and 
4 providing for an effective date.

14 (b)  Upon the allowance of any claim or demand by the

4 check or warrant shall be signed by the mayor and 
5 countersigned by the treasurer or any other person the 
6 governing body designates to countersign checks or warrants 
7 in the treasurer's absence. If there is not sufficient 
8 money in the treasury to pay the warrant, the treasurer 
9 shall endorse on the warrant the date and a statement that 
10 it has been presented for payment but has not been paid for 
11 want of funds.  Thereafter, the warrant shall draw interest 
12 at the rate of ten percent (10%) per year.

17 (a)  Except as otherwise provided by law, all 
18 disbursements shall be made by check or warrant signed by 
19 the manager and countersigned by the mayor 
20. No check 
21 or warrant may be drawn in payment of a claim, and no 
22 of more 
23 than fifty dollars ($50.00) until the claim is certified by  2025STATE OF WYOMING25LSO-06723HB0214
1 the manager and allowed by resolution of the governing 
2 body. Each  check or 
3 warrant shall specify its purpose and shall be made payable 
4 to the order of the person in whose favor it is drawn.

10 (a)  All claims and demands against a county shall be 
11 presented for audit and allowance to the board of county 
12 commissioners before any action in court is maintainable. 
13 All claims when allowed shall be paid 
14
15 by a county 
16 warrant or order drawn by the board on the county treasurer 
17 upon the proper funds in the treasury for the amount of the 
18 claims. 
19 permanent or temporary chairman of the board, attested by 
20 the county clerk under the seal of the county, and 
21 countersigned and registered by the county treasurer. The 
22 warrant or order shall specify the amount of the claim or

3 drawn and issued upon the county treasurer only when there 
4 are sufficient monies in the appropriate fund in the

10 No county treasurer shall countersign any blank county 
11 order or warrant or other order or warrant, or make any 
12 until  
13 is satisfied that the  order or warrant 
14 was ordered drawn by the board of county commissioners.

18 Each county treasurer shall keep in his office a book 
19 called the register of county orders wherein shall be 
20 entered on the date of the presentation thereof and without 
21 interval or blank line between any entry and the one 
22 preceding it every county order, warrant, electronic

1 indebtedness presented for payment whether or not it is 
2 then paid, the date and number of 
3 order or warrant, the amount payable, the name of 
4 the person to whom  order or 
5 warrant is payable, and the name of the person presenting 
6 the same. Every register of county orders shall be 
7 available for inspection and examination by any person 
8 during usual business hours.
