24+14 (b) Upon the allowance of any claim or demand by the

9-electronic payment means; making conforming amendments; and
10-providing for an effective date.
11-Be It Enacted by the Legislature of the State of Wyoming:
12-Section 1
13-18-3-511(a), 18-3-810 and 18-3-811 are amended to read:
14-15-1-125. Presentation and payment of claims; when
15-warrant draws interest; exception.
16-(b) Upon the allowance of any claim or demand by the
17-governing body, the treasurer shall
18-warrant for the correct amount. The
19-may make payment by issuing a check or warrant or by using
20-an electronic payment method or fund transfer system. Any
21-check or warrant shall be signed by the mayor and
22-countersigned by the treasurer or any other person the
23-governing body designates to countersign checks or warrants
24-in the treasurer's absence. If there is not sufficient
25-money in the treasury to pay the warrant, the treasurer
26-shall endorse on the warrant the date and a statement that
27-it has been presented for payment but has not been paid for
28-want of funds. Thereafter, the warrant shall draw interest
29-at the rate of ten percent (10%) per year.
30-15-4-302. Finances; warrants; use for disbursements;
31-exception; limitations; contents; procedure.
32-(a) Except as otherwise provided by law, all
33-disbursements shall be made by check or warrant signed by
34-the manager and countersigned by the mayor

41-or warrant may be drawn in payment of a claim, and no
42-electronic payment or fund transfer may be made,
43-than fifty dollars ($50.00) until the claim is certified by
44-the manager and allowed by resolution of the governing
45-body. Each check or
46-warrant shall specify its purpose and shall be made payable
47-to the order of the person in whose favor it is drawn.
48-18-3-511. Presentation, auditing and payment of
49-claims; issuance of tax-anticipation warrants; limitation
50-and form of warrants; effect of acceptance.
51-(a) All claims and demands against a county shall be
52-presented for audit and allowance to the board of county
53-commissioners before any action in court is maintainable.
54-All claims when allowed shall be paid
55-this subsection. Claims may be paid by using an electronic
56-payment method or fund transfer system or by a county
57-warrant or order drawn by the board on the county treasurer
58-upon the proper funds in the treasury for the amount of the
59-claims. warrant or order shall be signed by the
60-permanent or temporary chairman of the board, attested by
61-the county clerk under the seal of the county, and
62-countersigned and registered by the county treasurer. The
63-warrant or order shall specify the amount of the claim or
64-service and be numbered and dated in the order in which it
65-is issued.
66-warrants and orders are payable on demand and shall be
67-drawn and issued upon the county treasurer only when there
68-are sufficient monies in the appropriate fund in the

77-No county treasurer shall countersign any blank county
78-order or warrant or other order or warrant, or make any
79-electronic payment or fund transfer,
80-is satisfied that the order or warrant
81-was ordered drawn by the board of county commissioners.
82-18-3-811. Register of county orders and payments.
83-Each county treasurer shall keep in his office a book
84-called the register of county orders wherein shall be
85-entered on the date of the presentation thereof and without
86-interval or blank line between any entry and the one
87-preceding it every county order, warrant, electronic
88-payment or other certificate or evidence of county
89-indebtedness presented for payment whether or not it is
90-then paid, the date and number of
91-payment, order or warrant, the amount payable, the name of
92-the person to whom order or
93-warrant is payable, and the name of the person presenting
94-the same. Every register of county orders shall be
95-available for inspection and examination by any person
