23	23	13 (a) No animal control facility shall euthanize a pet
24	24	14 by using any method other than euthanasia by injection
25	25	15 utilizing a commercially available euthanasia solution sold 2025STATE OF WYOMING25LSO-03672HB0216
26	26	1 for the purpose of euthanizing pets as provided by this
27	27	2 section. For purposes of this section, the euthanasia
28	28	3 solution shall be administered by:
29	29	4
30	30	5 (i) Intravenous injection by hypodermic needle;
31	31	6
32	32	7 (ii) Intraperitoneal injection by hypodermic
33	33	8 needle; or
34	34	9
35	35	10 (iii) Intracardiac injection by hypodermic
36	36	11 needle, only if an animal is first unconscious.

38	38	13 (b) If an animal control facility euthanizes pets,
39	39	14 the animal control facility shall:

41	41	16 (i) Adopt a policy for euthanasia that complies
42	42	17 with the applicable provisions of this section;

44	44	19 (ii) Adopt a policy requiring persons who
45	45	20 perform or assist with euthanasia by injection to attend a
46	46	21 training program upon initial certification and at least
47	47	22 one (1) time every two (2) years thereafter; and

49	49	2 attendees.

51	51	4 (c) The requirements imposed on animal control
52	52	5 facilities by subsection (b) of this section are in
53	53	6 addition to the requirements imposed on animal euthanasia
54	54	7 technicians in W.S. 33-30-223 and 33-30-224.

69	69	22 retained for the purpose of

99	99	6 (a) A first offense of cruelty to animals or of a
100	100	7 violation of W.S. 6-3-1003 is a misdemeanor
101	101	8 punishable by imprisonment for not more than six (6)
102	102	9 months, a fine of not more than seven hundred fifty dollars
103	103	10 ($750.00), or both.

105	105	12 (b) A second or subsequent conviction, resulting from
106	106	13 charges separately brought and arising out of separate
107	107	14 occurrences within a five (5) year period:

109	109	16 (ii) Under W.S. 6-3-1003 is a
110	110	17 misdemeanor offense punishable by imprisonment for not more
111	111	18 than six (6) months, a fine of not more than five thousand
112	112	19 dollars ($5,000.00), or both.
