19	19	10 (c)(intro), (i) and by creating a new subsection (d) and
20	20	11 40-31-105(e) are amended to read:

27	27	4 (a) Not later than March 15 following each general
28	28	5 election, a select committee on blockchain

30	30	7 shall be appointed subject to the following:

32	32	9 (b) The select committee shall:

34	34	11 (i) Develop knowledge and expertise among its
35	35	12 members regarding issues pertaining to blockchain,

39	39	16 (ii) Subject to subsection (e) of this section,
40	40	17evelop and introduce legislation as necessary to promote

58	58	12 (c) Not later than March 15 following each general
59	59	13 election, the governor shall appoint three (3) persons to
60	60	14 serve as liaisons to the select committee on blockchain,

62	62	16. The governor may, in a manner
63	63	17 consistent with W.S. 9-1-202, remove any liaison to the
64	64	18 select committee. The liaisons shall:

66	66	20 (i) Aid, assist and advise the select committee
67	67	21 on issues pertaining to blockchain, financial technology

82	82	13 (e) Before publicly issuing any fully reserved
83	83	14 Wyoming stable tokens, the director shall provide a
84	84	15 comprehensive report to the select committee on blockchain

86	86	17 and the joint minerals, business and
87	87	18 economic development interim committee on all actions taken
88	88	19 under this act.

90	90	21. For all purposes the select committee on
91	91	22 blockchain and emerging technologies, as renamed in this
92	92	23 act, is a continuation of the select committee on 2025STATE OF WYOMING25LSO-06865HB0256
93	93	1 blockchain, financial technology and digital innovation
94	94	2 technology.

96	96	4. This act is effective immediately upon
97	97	5 completion of all acts necessary for a bill to become law
98	98	6 as provided by Article 4, Section 8 of the Wyoming
99	99	7 Constitution.
