Landowner hunting coupons-hunts that harvest no animal.

A BILL
for
1 AN ACT relating to game and fish; requiring hunters to 
2 deliver landowner coupons to a landowner when using a 
3 landowner's property for hunting antelope, deer or elk; 
4 authorizing landowners to redeem landowner coupons whenever 
5 the majority of a hunt for antelope, deer or elk occurred 
6 on the landowner's property; and providing for an effective 
7 date.

4 landowner's coupon shall promptly be detached, dated, 
5 signed and delivered to the landowner

9.  The landowner, on or before March 1 following the 
10 close of the hunting season for which the license was 
11 issued, shall deliver to the department the coupon and an 
12 affidavit that the antelope, deer or elk for which the 
13 coupon was delivered was killed on his land 
14

16. Upon receipt of the coupon and affidavit the 
17 department shall pay the landowner sixteen dollars ($16.00) 
18 for each coupon from an antelope, deer or elk license. 
19 Landowner's coupons are not transferable. Any unauthorized 
20 person attempting to collect any sum for any landowner's 
21 coupon is guilty of a high misdemeanor punishable as 
22 provided in W.S. 23-6-202(a)(ii). Effective January 1,

1 landowner coupon affidavit claim form that offers the 
2 claimant the opportunity to designate the animal damage 
3 management board to receive his payment amount for 
4 landowner coupons claimed on that form. For each claim made 
5 where the landowner has designated his payment to the 
6 animal damage management board, the department shall 
7 transfer that amount to the animal damage management 
8 account created by W.S. 11-6-306 and the department shall 
9 retain the fees related to those administrative costs of 
10 the transfer.
