7-AN ACT relating to motor vehicles; expanding the types of
8-health care providers who have the authority to submit a
9-letter on behalf of a patient applying for a handicap
10-placard; making conforming amendments; and providing for an
11-effective date.
12-Be It Enacted by the Legislature of the State of Wyoming:
13-Section 1. W.S. 31-2-213(c), (d)(ii)(intro) and
14-(g)(ii)(B) is amended to read:
15-31-2-213. Department to supply registration
16-certificates, plates and stickers; removable windshield
17-placards.
18-(c) The department shall issue a special tamper
19-resistant removable windshield placard to an applicant
20-submitting a letter from his physician,
21-practice registered nurse, physician assistant, physical
22-therapist, occupational therapist, podiatrist or
23-optometrist stating the applicant has a disability that is
24-expected to last a minimum of twelve (12) months which
25-limits or impairs the ability to walk, or to any person
26-responsible for the regular transportation of eligible
27-persons with a disability that is expected to last a
28-minimum of twelve (12) months which limits or impairs the
29-ability to walk who submits such a letter on behalf of an
30-eligible person. The placard shall display the
31-international symbol of access. When a vehicle is parked in
32-an area reserved for the handicapped, the placard shall be
33-suspended from the rearview mirror inside the vehicle, so
34-as to be in plain view of any person looking through the
35-front windshield of the vehicle from the sidewalk or
36-roadside. For motor vehicles which do not have rearview
37-mirrors, the placard shall be displayed on the dashboard of ORIGINAL SENATE

44-roadside. Upon request, one (1) additional placard shall be
45-issued to applicants who have not been issued special
46-license plates.
47-(d) As used in this section:
48-(ii) "Eligible person" means a person with
49-disabilities which limit or impair the ability to walk as
50-determined by a licensed physician
51-registered nurse,
52-occupational therapist, podiatrist or optometrist,
53-including:
54-(g) The department shall issue a temporary removable
55-windshield placard under the same procedures and subject to
56-the same conditions as provided in subsections (c) through
57-(e) of this section except:
58-(ii) The temporary placard shall:
59-(B) Expire on and bear an expiration date
60-which shall be visible from outside the vehicle when the
61-card is properly displayed under subsection (c) of this
62-section and be based on the information in the
