A BILL
for
1 AN ACT relating to defense forces and affairs; expanding
2 eligibility for the Wyoming national guard member referral
3 incentive program; providing a definition; and providing
4 for an effective date.

2 (e) There is created the Wyoming national guard
3 member referral incentive program. The purpose of the
4 program shall be to incentivize and maximize peer-to-peer
5 recruiting that results in a completed accession to the
6 Wyoming national guard by providing a referral bonus to
7 Wyoming national guard members, retired military service
8

10 who make a successful referral.
11 Administration of this program shall require that:

13 (i) A Wyoming national guard member, retired
14
15
16 may provide the identity and
17 contact information of a person who the member believes
18 would be an appropriate recruitment prospect using a form
19 provided by the Wyoming national guard, which includes the
20 person's name, contact information and any other
21 information required by the military department;

2 of all forms submitted under paragraph (i) of this
3 subsection. Upon the completed accession of a referred
4 person and to the extent sufficient funds are available,
5 the military department shall distribute a referral bonus
6 to the member, retired military service member or employee
7 who provided the successful referral. The military

12 (iv) As used in this subsection:

19 (D) "Successful referral" means
20 providing the identity and contact information pursuant to
21 paragraph (e)(i) of this subsection of any person not
22 already a member of the Wyoming national guard that results

2. This act is effective July 1, 2025.
