32	32	8 (a) The University of Wyoming reserve officers'
33	33	9 training corps endowment fund is created as provided by
34	34	10 W.S. 9-4-204(u)(x).

36	36	12 (b) There is created the University of Wyoming
37	37	13 reserve officers' training corps income account. The state
38	38	14 treasurer shall yearly as soon as possible after July 1
39	39	15 distribute investment earnings from the University of
40	40	16 Wyoming reserve officers' training corps endowment fund to
41	41	17 the University of Wyoming reserve officers' training corps
42	42	18 income account for disbursement and expenditure in
43	43	19 accordance with this article. In any fiscal year, the
44	44	20 University of Wyoming's reserve officers' training corps
45	45	21 programs may expend an amount not to exceed one hundred
46	46	22 percent (100%) of the prior fiscal year's investment
47	47	23 earnings distributed to the University of Wyoming reserve 2025STATE OF WYOMING25LSO-00803SF0028
48	48	1 officers' training corps income account in accordance with
49	49	2 this article.

51	51	4 (c) Accrued interest and other earnings on unexpended
52	52	5 funds within the University of Wyoming reserve officers'
53	53	6 training corps income account shall be credited to the
54	54	7 account.

56	56	9 (d) Any unexpended, unobligated funds remaining in
57	57	10 the University of Wyoming reserve officers' training corps
58	58	11 income account on June 30 of each fiscal year shall be
59	59	12 credited to the University of Wyoming reserve officers'
60	60	13 training corps endowment fund created by W.S. 9-4-204(u)(x)
61	61	14 not later than ninety (90) days after the end of the fiscal
62	62	15 year.

64	64	17 (e) The University of Wyoming board of trustees
65	65	18 shall:

67	67	20 (i) Ensure that all amounts deposited in the
68	68	21 University of Wyoming reserve officers' training corps
69	69	22 income account and available for expenditure under
70	70	23 subsection (b) of this section are disbursed to the 2025STATE OF WYOMING25LSO-00804SF0028
71	71	1 University of Wyoming's reserve officers' training corps
72	72	2 programs for expenditure in accordance with this article
73	73	3 without delay;

75	75	5 (ii) Not account for any amounts disbursed to
76	76	6 the University of Wyoming's reserve officers' training
77	77	7 corps programs under this section when developing the
78	78	8 University of Wyoming's biennial budget request;

80	80	10 (iii) Not decrease any amount from the
81	81	11 University of Wyoming's biennial budget that is budgeted or
82	82	12 allocated to the University of Wyoming's reserve officers'
83	83	13 training corps programs based on the amounts that the
84	84	14 University of Wyoming's reserve officers' training corps
85	85	15 programs receive under this section;

87	87	17 (iv) Not later than December 1 of each year,
88	88	18 report to the joint transportation, highways and military
89	89	19 affairs interim committee and the joint appropriations
90	90	20 committee on the development and implementation of the
91	91	21 University of Wyoming's reserve officers' training corps
92	92	22 programs' budget in accordance with this section.

96	96	4 (a) Subject to subsection (b) of this section, the
97	97	5 University of Wyoming's reserve officers' training corps
98	98	6 programs shall use the funds received under W.S. 21-16-2001
99	99	7 for the following purposes:

101	101	9 (i) Academic programs that support the military
102	102	10 including general military courses, officer courses,
103	103	11 military science studies and aerospace studies;

105	105	13 (ii) Tactical laboratory programs including
106	106	14 field training;

108	108	16 (iii) Instructional and resource materials,
109	109	17 classroom equipment and other resources necessary to
110	110	18 support the work of the University of Wyoming's reserve
111	111	19 officers' training corps programs in fulfilling the
112	112	20 purposes specified in paragraphs (i) and (ii) of this
113	113	21 subsection;

115	115	2 the University of Wyoming's reserve officers' training
116	116	3 corps programs;

118	118	5 (v) The recruitment and retention of faculty
119	119	6 with established reputations for excellence in the military
120	120	7 or military instruction in the programs and opportunities
121	121	8 specified in paragraphs (i) through (iv) of this
122	122	9 subsection;

124	124	11 (vi) Financial aid for students in the
125	125	12 University of Wyoming's reserve officers' training corps
126	126	13 programs including scholarships, grants and tuition
127	127	14 assistance.

132	132	19 (a) Not later than October 1, 2026 and October 1 of
133	133	20 each year thereafter, the University of Wyoming's reserve
134	134	21 officers' training corps programs shall report to the
135	135	22 governor, the joint appropriations committee and the joint
136	136	23 transportation, highways and military affairs interim 2025STATE OF WYOMING25LSO-00807SF0028
137	137	1 committee on the investment, use and expenditure of funds
138	138	2 and investment earnings from the University of Wyoming
139	139	3 reserve officers' training corps endowment fund and
140	140	4 University of Wyoming reserve officer's training corps
141	141	5 income account, including the following:

143	143	7 (i) University of Wyoming's reserve officers'
144	144	8 training corps programs supported through the use and
145	145	9 expenditure of investment earnings including a listing of
146	146	10 expenditures divided by each purpose specified in W.S.
147	147	11 21-16-2002(a)(i) through (vi);

149	149	13 (ii) Faculty positions partially or fully funded
150	150	14 through the investment earnings.
