7-AN ACT relating to speed limits; authorizing local
8-authorities to set maximum speed limits on unpaved roadways
9-without first conducting a speed study or justifying the
10-maximum speed limit; requiring rulemaking; and providing
11-for effective dates.
12-Be It Enacted by the Legislature of the State of Wyoming:
13-Section 1. W.S. 31-5-303(b) and by creating a new
14-subsection (f) is amended to read:
15-31-5-303. Establishing maximum speed limits by local
16-authorities.
17-(b)
18-section, in compliance with rules promulgated by the
19-department, local authorities in their respective
20-jurisdictions may determine the proper maximum speed for
21-all streets and highways within their respective corporate
22-jurisdiction which maximum speed is reasonable and safe and
23-which may be greater or less than the maximum speed
24-permitted under this act. The rules promulgated by the
25-department shall adopt standards consistent with national
26-practices.
27-require a speed study before a local authority establishes
28-a maximum speed limit for unpaved roads in accordance with
29-subsection (f) of this section.
30-(f) A local authority may decrease a maximum speed
31-limit to not less than thirty-five (35) miles per hour for
32-unpaved roadways under W.S. 31-5-301(b)(iv) without first
33-conducting a speed study. A local authority may establish a
34-temporary speed limit of less than thirty-five (35) miles
35-per hour without conducting a speed study and for a period

56-(a) Except as provided in subsection (b) of this
57-section, this act is effective July 1, 2025.
58-(b) Sections 2 and 3 of this act are effective
59-immediately upon completion of all acts necessary for a
60-bill to become law as provided by Article 4, Section 8 of
61-the Wyoming Constitution.
