7-AN ACT relating to state lands; allowing the fencing of
8-state lands and maintenance of fencing as specified;
9-requiring rulemaking; and providing for effective dates.
10-Be It Enacted by the Legislature of the State of Wyoming:
11-Section 1. W.S. 11-28-106 by creating a new
12-subsection (c) is amended to read:
13-11-28-106. Construction and maintenance of partition
14-fences; fencing of state lands.
15-(c) Private landowners whose property adjoins state
16-lands on which the private landowner does not hold a lease
17-may construct a lawful partition fence along state lands
18-and the office of state lands and investments or, if the
19-state lands are currently leased, the lessee of the state
20-lands shall pay for one-half (1/2) of the actual cost of
21-the construction of the lawful partition fence. Private
22-landowners and the office of state lands and investments,
23-or the lessee at all times that the state lands are leased,
24-shall contribute to the cost of maintenance of the lawful
25-partition fence in proportion to their respective interests
26-in the fence.
27-Section 2. The board of land commissioners shall

34-(a) Except as provided in subsection (b) of this
35-section, this act is effective July 1, 2025.
36-(b) Sections 2 and 3 of this act are effective
37-immediately upon completion of all acts necessary for a
38-bill to become law as provided by Article 4, Section 8 of
39-the Wyoming Constitution.
