7-AN ACT relating to energy; requiring the Wyoming energy
8-authority to complete a study on the economic impacts of
9-the energy industry in Wyoming; specifying requirements of
10-the study; authorizing and requiring assistance from state
11-agencies and higher education institutions; requiring
12-reports; specifying deadlines; and providing for an
13-effective date.
14-Be It Enacted by the Legislature of the State of Wyoming:
15-Section 1.
16-(a) Not later than October 1, 2025, the Wyoming
17-energy authority shall complete a study on the economic
18-impact of energy and the energy industry in Wyoming. The
19-study shall include, at a minimum:
20-(i) General information on the various types of
21-mineral production and energy production and generation
22-that take place throughout the state;
23-(ii) A determination of the economic impact of
24-energy production in Wyoming, by:
25-(A) Each major region in Wyoming and the
26-state as a whole;
27-(B) Each individual type of energy or
28-mineral production.
29-(iii) The amount of state and local taxes that
30-Wyoming's energy producers and generators contribute on an
31-annual basis for each of the last ten (10) years; ORIGINAL SENATE

36-2(iv) The number of employees in Wyoming that
37-Wyoming's energy producers and generators have employed in
38-the state in each of the last ten (10) years;
39-(v) A measure of the amount in payroll that
40-Wyoming's energy producers and generators have paid out to
41-Wyoming employees and residents in each of the last five
42-(5) years;
43-(vi) A measure of other tangible and intangible
44-economic benefits and impacts that energy production and
45-the energy industry has had on Wyoming in the last five (5)
46-years;
47-(vii) A brief description of innovations in
48-energy that Wyoming producers and generators have developed
49-in the last ten (10) years;
50-(viii) Any other information that the Wyoming
51-energy authority deems necessary to quantify the impact of
52-energy on Wyoming's economy.
53-(b) The Wyoming energy authority may request the
54-assistance of any state agency and any higher education
55-institution in Wyoming in completing the study required by
56-this section. Upon receiving a request for assistance, each
57-state agency and institution of higher education shall
58-provide support and information to the Wyoming energy
59-authority.
60-(c) Not later than October 1, 2025, the Wyoming
61-energy authority shall submit a report of the study to the
62-joint appropriations committee, the joint revenue interim
63-committee and the joint minerals, business and economic
