7-AN ACT relating to motor vehicles; authorizing county
8-treasurers to accept applications and payment for wildlife
9-conservation license plates; amending application
10-requirements; requiring rulemaking; and providing for
11-effective dates.
12-Be It Enacted by the Legislature of the State of Wyoming:
13-Section 1. W.S. 31-2-231(a), (b)(intro) and (c) is
14-amended to read:
15-31-2-231. Wildlife conservation license plates;
16-wildlife conservation account; authority to receive and
17-expend monies.
18-(a) Any person required to register a vehicle in
19-Wyoming pursuant to this article may apply to the
20-department for a statement of
21-eligibility for wildlife conservation license plates for
22-any motor vehicle that is not a commercial vehicle or
23-multipurpose vehicle owned or leased by that person upon
24-registration of the vehicle. The department
25-treasurer may include as part of the application the option
26-for the applicant to donate an additional amount in support
27-of wildlife conservation efforts related to the
28-transportation system. Upon payment by the applicant of a
29-fee of one hundred fifty dollars ($150.00) to the
30-department , plus any additional
31-voluntary amount, the department
32-issue a written statement of eligibility for wildlife
33-conservation license plates. The department
34-treasurer shall assess an annual fee of fifty dollars
35-($50.00) for a person to retain eligibility for wildlife
36-conservation plates, but this annual fee shall not be
37-charged in the year the person pays the one hundred fifty ORIGINAL SENATE

43-dollars ($150.00) eligibility fee. The person may submit an
44-additional voluntary amount in support of wildlife
45-conservation efforts related to the transportation system
46-when remitting the annual fee.
47-(b) The fees collected under subsection (a) of this
48-section shall be payable to the department
49-treasurer and shall be accounted for separately. Except as
50-otherwise provided by law, the fees collected under
51-subsection (a) of this section and funds collected under
52-W.S. 23-2-101(p), 23-2-201(h), 23-2-306(d), 24-1-131(b),
53-31-2-225(a)(vi), 31-2-404(f)(ii), 31-2-409(h)(ii),
54-31-2-703(e)(ii), 31-3-101(j), 31-7-111(b)(xiv) and
55-36-4-121(t) shall be distributed to the wildlife
56-conservation account within the state highway fund, which
57-is hereby created. The wildlife conservation account shall
58-be administered in accordance with the following:

60-before registration is required for the vehicle for which
61-the plates are intended.
62-section, application for, issuance and renewal of the
63-wildlife conservation license plates under this section
64-shall be subject to the same requirements and fees as
65-provided in this article in addition to the fee collected
66-under subsection (a) of this section. The license plate
67-fees required under W.S. 31-3-102(a)(viii) shall accompany
68-each application. The license plates under this section
69-shall be issued by the county treasurer of each county and
70-shall be displayed only upon the vehicle for which they are
71-issued.
72-Section 2. The department of transportation shall

79-(a) Except as provided in subsection (b) of this
80-section, this act is effective immediately upon completion
81-of all acts necessary for a bill to become law as provided
82-by Article 4, Section 8 of the Wyoming Constitution.
83-(b) Section 1 of this act is effective July 1, 2025.
