1 AN ACT relating to school finance; restricting and amending 
2 the expenditure of teacher resources and other funds 
3 generated by the education resource block grant model as 
4 specified; requiring data collection; requiring reporting; 
5 requiring a study; and providing for an effective date.

14 (a)  Beginning with school year 2026-2027 and for each 
15 school year thereafter and except as provided in subsection  2025STATE OF WYOMING25LSO-0730

1 (b) of this section, all funds allocated for teachers by 
2 the education resource block grant model under Attachment 
3 A(b)(iii) through (v), including resources generated for 
4 salaries, health insurance and other benefits, shall be 
5 separately accounted for by each school district and shall 
6 be expended only for the purposes of teacher salaries and 
7 benefits.

9 (b)  Subsection (a) of this section shall not apply to 
10 charter schools operating under chapter 3, article 3 of 
11 this title, alternative schools operating under W.S. 
12 21-13-309(m)(v)(B), virtual education programs operating 
13 under W.S. 21-13-330, schools with less than forty-nine 
14 (49) students or school districts with less than two 
15 hundred forty-three (243) students.

17 (c)  Nothing in this section shall be construed to 
18 prohibit a school district from allocating or expending 
19 funds provided under the education resource block grant 
20 model for teacher resources specified in subsection (a) of 
21 this section. Except as provided in subsection (b) of this 
22 section, school districts shall not expend teacher 
23 resources specified in subsection (a) of this section for  2025STATE OF WYOMING25LSO-0730

1 purposes other than those specified in subsection (a) of 
2 this section.

4 (d)  The department of education shall collect data 
5 from school districts on the amounts expended on teacher 
6 salaries, health insurance, other benefits and the number 
7 of teachers employed by each school district in accordance 
8 with W.S. 21-2-203. Not later than October 1 of each year, 
9 the department shall report to the joint education interim 
10 committee on the data collected under this subsection.

14 (a)  Not later than October 1, 2025 and again on 
15 October 1, 2026, the department of education shall report 
16 to the joint education interim committee and any committee 
17 established for the recalibration of the education resource 
18 block grant model under W.S. 21-13-309(t) on findings and 
19 recommendations on data collected under W.S. 21-13-338(d), 
20 as created by section 1 of this act. The report required 
21 under this subsection shall include any recommendations for 
22 refinement of components within the education resource  2025STATE OF WYOMING25LSO-0730

1 block grant model allocated for teacher salaries, health 
2 insurance and other benefits.

4 (b)  Not later than June 30, 2026, the data advisory 
5 committee established under W.S. 21-2-203(d) shall provide 
6 recommendations to the state superintendent of public 
7 instruction to clearly identify expenditures on teacher 
8 salaries, health insurance and other benefits by school 
9 districts for purposes of implementing W.S. 21-13-338, as 
10 created by section 1 of this act.

12.  This act is effective immediately upon 
13 completion of all acts necessary for a bill to become law 
14 as provided by Article 4, Section 8 of the Wyoming 
15 Constitution.
