1 AN ACT relating to labor and employment; reducing the 
2 maximum length of unemployment benefits; renaming the 
3 unemployment insurance commission; specifying 
4 applicability; providing an appropriation; and providing 
5 for effective dates.

9.  W.S. 27-3-102(a)(v), 27-3-304, 27-3-601(a) 
10 and 27-14-802(b) are amended to read:

14 (a)  Except as otherwise provided, as used in this

2 (v)  "Commission" means the 
3 insurance commission of Wyoming within the 
4 department of workforce services;

8 Except as provided by W.S. 27-3-316, the maximum amount of 
9 benefits payable to any eligible individual in a benefit 
10 year shall not exceed  times his 
11 weekly benefit or thirty percent (30%) of his wages payable 
12 for insured work in his base period, whichever is less. 
13 This amount shall be computed to the next higher multiple 
14 of his weekly benefit.

20 (a)  The  insurance 
21 commission of Wyoming is created within the department of 
22 workforce services and shall consist of three (3) members 
23 serving a term of six (6) years each. Appointments,  2025STATE OF WYOMING25LSO-0704

1 vacancies and expiration of terms shall be in accordance 
2 with W.S. 28-12-101 through 28-12-103. A member shall not 
3 hold any state office or serve as an officer or on a 
4 committee of any political organization during the term of 
5 membership. No more than seventy-five percent (75%) of the 
6 members shall be of the same political party.

12 (b)  Before the last day of each quarter in each year, 
13 the department shall estimate the average monthly and 
14 weekly wage for the twelve (12) months preceding the 
15 quarter, based on  insurance 
16 commission information and other available statistics.

18.  There is appropriated eighteen thousand 
19 dollars ($18,000.00) from the general fund to the Wyoming 
20 department of workforce services for purposes of updating 
21 and administering the Wyoming unemployment insurance 
22 system. This appropriation shall be for the period 
23 beginning with the effective date of this section and  2025STATE OF WYOMING25LSO-0704

1 ending June 30, 2026. This appropriation shall not be 
2 transferred or expended for any other purpose and any 
3 unexpended, unobligated funds remaining from this 
4 appropriation shall revert as provided by law on June 30, 
5 2026.

7This act shall apply to all unemployment 
8 claims filed on and after January 4, 2026.

12 (a)  Except as provided in subsection (b) of this 
13 section, this act is effective January 4, 2026
14
15 (b)  Sections 2 and 4 of this act are effective 
16 immediately upon completion of all acts necessary for a 
17 bill to become law as provided by Article 4, Section 8 of 
18 the Wyoming Constitution.
