34	34	12 (a) The lands in Laramie County managed by the
35	35	13 department of state parks and cultural resources and known
36	36	14 as the High Plains Research Station and Arboretum are
37	37	15 declared to be a state historic site. The department shall
38	38	16 by rule specify the legal description of the state historic
39	39	17 site.

41	41	19 (b) The state historic site shall be known as the
42	42	20 "High Plains Research Station and Arboretum state historic
43	43	21 site".

45	45	2 resources shall prepare a strategic master plan for the
46	46	3 preservation and operation of the High Plains Research
47	47	4 Station and Arboretum state historic site. Under the
48	48	5 strategic master plan required by this subsection, the
49	49	6 department may develop memoranda of understanding with any
50	50	7 city, town, county, department, political subdivision,
51	51	8 state agency or other entity, as necessary, to administer,
52	52	9 operate, maintain, preserve and study the state historic
53	53	10 site.

55	55	12 (d) The department of state parks and cultural
56	56	13 resources is authorized to enter into leasehold and
57	57	14 concession agreements in accordance with the strategic
58	58	15 master plan required by subsection (c) of this section.
59	59	16 Funds received by the department pursuant to this
60	60	17 subsection shall be deposited into the state parks account
61	61	18 and subject to the requirements of W.S. 36-4-121(h).

65	65	22 (a) The department of state parks and cultural
66	66	23 resources shall preserve, administer, operate and maintain 2025STATE OF WYOMING25LSO-07724SF0192
67	67	1 the High Plains Research Station and Arboretum state
68	68	2 historic site in accordance with the strategic master plan
69	69	3 required by W.S. 36-8-1801(c).

71	71	5 (b) The department may, under a lease agreement or
72	72	6 contract management arrangement, provide for special events
73	73	7 at the historic site in accordance with W.S. 36-4-121(o) or
74	74	8 management of specified areas of the historic site by a
75	75	9 public or private entity.

77	77	11 (c) Notwithstanding any other provision of law, the
78	78	12 department of state parks and cultural resources may impose
79	79	13 fees in excess of permit fees charged for use of state
80	80	14 parks and sites under W.S. 36-4-121 as necessary to fund
81	81	15 expenses incurred for preservation, development,
82	82	16 operations, personnel and maintenance of the High Plains
83	83	17 Research Station and Arboretum state historic site.
84	84	18 Unexpended, unobligated fees collected under this
85	85	19 subsection shall be deposited in the state parks account at
86	86	20 the end of the fiscal year and expended in accordance with
87	87	21 W.S. 36-4-121(h). Revenues and expenditures under this
88	88	22 subsection for each of the immediately preceding two (2) 2025STATE OF WYOMING25LSO-07725SF0192
89	89	1 fiscal years shall be reported within the department's
90	90	2 biennial budget request submitted under W.S. 9-2-1013.

92	92	4. The department of state parks and cultural
93	93	5 resources shall initiate the strategic master plan required
94	94	6 by this act within one (1) year following the effective
95	95	7 date of this act and provide a report on the strategic
96	96	8 master plan to the joint travel, recreation, wildlife and
97	97	9 cultural resources interim committee not later than October
98	98	10 1, 2026.

102	102	14 (a) Three million three hundred thirty-eight thousand
103	103	15 seven hundred fifty-six dollars ($3,338,756.00) or as much
104	104	16 thereof as is available from amounts appropriated to the
105	105	17 department of state parks and cultural resources for the
106	106	18 high plains research station and arboretum by 2024 Wyoming
107	107	19 Session Laws, Chapter 118, Section 2, Section 24, Footnote
108	108	20 7 may be expended for the purposes of the High Plains
109	109	21 Research Station and Arboretum state historic site, as
110	110	22 created in Section 1 of this act.
111	111	23 2025STATE OF WYOMING25LSO-07726SF01921 (b) There is appropriated three million three hundred
112	112	2 thirty-eight thousand seven hundred fifty-six dollars
113	113	3 ($3,338,756.00) from the general fund to the department of
114	114	4 state parks and cultural resources for the purposes of the
115	115	5 High Plains Research Station and Arboretum state historic
116	116	6 site, as created in section 1 of this act. This
117	117	7 appropriation shall be for the period beginning with the
118	118	8 effective date of this act and ending June 30, 2026. This
119	119	9 appropriation shall be reduced by one dollar ($1.00) for
120	120	10 every one dollar ($1.00) that is expended from the funds
121	121	11 specified in subsection (a) of this section. This
122	122	12 appropriation shall not be transferred or expended for any
123	123	13 other purpose and any unexpended, unobligated funds
124	124	14 remaining from this appropriation shall revert as provided
125	125	15 by law on June 30, 2026.

127	127	17This act is effective immediately upon
128	128	18 completion of all acts necessary for a bill to become law
129	129	19 as provided by Article 4, Section 8 of the Wyoming
130	130	20 Constitution.
