3434 12 (a) The lands in Laramie County managed by the
3535 13 department of state parks and cultural resources and known
3636 14 as the High Plains Research Station and Arboretum are
3737 15 declared to be a state historic site. The department shall
3838 16 by rule specify the legal description of the state historic
3939 17 site.

4141 19 (b) The state historic site shall be known as the
4242 20 "High Plains Research Station and Arboretum state historic
4343 21 site".

4545 2 resources shall prepare a strategic master plan for the
4646 3 preservation and operation of the High Plains Research
4747 4 Station and Arboretum state historic site. Under the
4848 5 strategic master plan required by this subsection, the
4949 6 department may develop memoranda of understanding with any
5050 7 city, town, county, department, political subdivision,
5151 8 state agency or other entity, as necessary, to administer,
5252 9 operate, maintain, preserve and study the state historic
5353 10 site.

5555 12 (d) The department of state parks and cultural
5656 13 resources is authorized to enter into leasehold and
5757 14 concession agreements in accordance with the strategic
5858 15 master plan required by subsection (c) of this section.
5959 16 Funds received by the department pursuant to this
6060 17 subsection shall be deposited into the state parks account
6161 18 and subject to the requirements of W.S. 36-4-121(h).

6565 22 (a) The department of state parks and cultural

6868 2 historic site in accordance with the strategic master plan
6969 3 required by W.S. 36-8-1801(c).

7171 5 (b) The department may, under a lease agreement or
7272 6 contract management arrangement, provide for special events
7373 7 at the historic site in accordance with W.S. 36-4-121(o) or
7474 8 management of specified areas of the historic site by a
7575 9 public or private entity.

7777 11 (c) Notwithstanding any other provision of law, the
7878 12 department of state parks and cultural resources may impose
7979 13 fees in excess of permit fees charged for use of state
8080 14 parks and sites under W.S. 36-4-121 as necessary to fund
8181 15 expenses incurred for preservation, development,
8282 16 operations, personnel and maintenance of the High Plains
8383 17 Research Station and Arboretum state historic site.
8484 18 Unexpended, unobligated fees collected under this
8585 19 subsection shall be deposited in the state parks account at
8686 20 the end of the fiscal year and expended in accordance with
8787 21 W.S. 36-4-121(h). Revenues and expenditures under this

8989 1 fiscal years shall be reported within the department's
9090 2 biennial budget request submitted under W.S. 9-2-1013.

9292 4. The department of state parks and cultural
9393 5 resources shall initiate the strategic master plan required
9494 6 by this act within one (1) year following the effective
9595 7 date of this act and provide a report on the strategic
9696 8 master plan to the joint travel, recreation, wildlife and
9797 9 cultural resources interim committee not later than October
9898 10 1, 2026.

102102 14 (a) Three million three hundred thirty-eight thousand
103103 15 seven hundred fifty-six dollars ($3,338,756.00) or as much
104104 16 thereof as is available from amounts appropriated to the
105105 17 department of state parks and cultural resources for the
106106 18 high plains research station and arboretum by 2024 Wyoming
107107 19 Session Laws, Chapter 118, Section 2, Section 24, Footnote
108108 20 7 may be expended for the purposes of the High Plains
109109 21 Research Station and Arboretum state historic site, as
110110 22 created in Section 1 of this act.
111111 23 2025STATE OF WYOMING25LSO-07726SF01921 (b) There is appropriated three million three hundred
112112 2 thirty-eight thousand seven hundred fifty-six dollars
113113 3 ($3,338,756.00) from the general fund to the department of
114114 4 state parks and cultural resources for the purposes of the
115115 5 High Plains Research Station and Arboretum state historic
116116 6 site, as created in section 1 of this act. This
117117 7 appropriation shall be for the period beginning with the
118118 8 effective date of this act and ending June 30, 2026. This
119119 9 appropriation shall be reduced by one dollar ($1.00) for
120120 10 every one dollar ($1.00) that is expended from the funds
121121 11 specified in subsection (a) of this section. This
122122 12 appropriation shall not be transferred or expended for any
123123 13 other purpose and any unexpended, unobligated funds
124124 14 remaining from this appropriation shall revert as provided
125125 15 by law on June 30, 2026.

127127 17This act is effective immediately upon
128128 18 completion of all acts necessary for a bill to become law
129129 19 as provided by Article 4, Section 8 of the Wyoming
130130 20 Constitution.
