Requires an emergency shoreline hardening permit for the construction, maintenance, or improvement of a temporary erosion control structure. Provides that each permit is valid for a maximum of one year; provided that the lifetime of the structure may be extended no more than an additional two and a half years upon an applicant demonstrating a concerted effort, as deemed acceptable by the Board of Land and Natural Resources, to develop and implement a long-term solution which will enable the removal of the temporary erosion control structure. Establishes penalties for persons who build, improve, or maintain a temporary erosion control structure without a valid permit. Requires the Board to administer and enforce this Act. Takes effect 7/1/2050. (SD1)

Establishes a regulatory framework for products containing cannabidiol that were manufactured legally through approved government programs. Clarifies that these products are not considered adulterated food, beverage, or cosmetic products. Prohibits manufacturers from making health-related claims. Requires product labeling for the products to be legally allowed in the State. Exempts industrial hemp products that are generally recognized as safe by the Food and Drug Administration from the new regulatory framework.

Amends the definition of "agricultural building" for purposes of section 46-88, HRS, to clarify that "agricultural building" means a development built exclusively for agricultural or aquacultural purposes. Clarifies that buildings used for human habitation; buildings used by the public, such as a place of employment or entertainment; and buildings with multiple or mixed uses where one or more uses do not meet the definition of agricultural building, are not agricultural buildings.

Requires licensed used motor vehicle part dealers to keep records of purchases and sales of catalytic converters and requires the sellers to file a written statement that the seller has the lawful right to sell and dispose of the catalytic converter. Establishes the offense of theft of catalytic converter as a class C felony. Increases the penalty for engaging in the business of purchasing or selling used motor vehicle parts and accessories without a license. Requires scrap dealers to keep records of purchases and sales of palladium, platinum, and rhodium. Requires all scrap dealers to pay for palladium, platinum, and rhodium, and used motor vehicle part dealers to pay for catalytic converters, by check.

Appropriates moneys to allow the chief election officer to produce and distribute an online voter pamphlet and voter pamphlet postcards for each election.

Amends provisions relating to criteria and procedures in family court determinations regarding custody and visitation rights. Clarifies that a parent's felony conviction for a violent or sexual offense in which the victim was a minor, or requirement to register as a sex offender, raises a rebuttable presumption that custody or visitation by that parent is not in the best interest of the child. Requires courts to consider registration as a sex offender a presumption of risk that affects the burden of producing evidence. Requires courts to state reasons for findings in writing or on the record, including specific findings that there is no risk to the child's health, safety, and welfare. Requires nondisclosure of certain information when a court makes a finding of abuse or domestic violence against a parent.

Requires certain persons to immediately report a potential tort claim to the family court when that person has reason to believe that a child in foster custody has suffered an injury that may give rise to a tort claim. Establishes procedures for the family court to allow a child in foster custody who has suffered an injury to seek outside legal representation for a claim of damages resulting from a tort.
