School bus stop arm violation enforcement. Provides that a registered owner of a motor vehicle commits an infraction if the owner's vehicle is used to violate the school bus stop arm law. Provides a defense for a registered owner who provides certain information to law enforcement and fully cooperates with law enforcement, if: (1) the vehicle was stolen; (2) the registered owner routinely engages in the business of renting the vehicle; (3) the registered owner provided the vehicle for the use of an employee; or (4) the registered owner provides documentary evidence that the owner was out of state at the time the violation was committed. Specifies that: (1) the bureau of motor vehicles may not assess points for the infraction; and (2) an adjudication for the infraction does not create a presumption of liability in a civil action.

Annual inspection of CFOs. Requires the owner or operator of a confined feeding operation (CFO, which is defined as an animal feeding operation having at least 300 cattle, 600 swine or sheep, 30,000 fowl, or 500 horses) to annually submit to the department of environmental management (department) a report concerning the operation of the CFO and any satellite manure storage structure associated with the CFO. Requires the department, after receiving a report concerning a CFO, to conduct an onsite inspection of the CFO to verify the information contained in the report. Requires the environmental rules board to adopt rules that: (1) adopt a form to be used by owners or operators of CFOs in submitting annual reports; (2) specify the information concerning a CFO that must be contained in an annual report; and (3) provide for the performance by the department of annual inspections of CFOs.

Dyslexia screening and intervention. Provides that the dyslexia screening and intervention provisions apply to: (1) qualified districts or qualified high schools; and (2) innovation network schools. Provides that the following may not waive or suspend the dyslexia screening and intervention provisions: (1) A coalition of continuous improvement school districts. (2) State accredited public schools. Adds, for consistency, the dyslexia screening and intervention provisions to the list of statutes that apply to charter schools. (Under current law, the dyslexia screening and intervention requirements already apply to charter schools because of the language in the dyslexia screening and intervention provisions.)

Motor vehicle operation. Provides that an individual subject to both an administrative license suspension and a court ordered license suspension must file a petition for specialized driving privileges in the court that ordered the suspension. Repeals a statute requiring the use of a turn signal 200 feet before making a turn.

Extends certain antidiscrimination and civil rights statutes to prohibit discrimination based on sexual orientation, gender identity, and veteran status. Provides that every discriminatory practice relating to the acquisition or sale of real estate, education, public accommodations, employment, or the extending of credit is considered unlawful unless it is specifically exempted.

Seed tests. Requires the state seed commissioner to charge fees for testing seed for purity and germination that are commensurate with fees that are standard in the seed testing industry. Repeals certain requirements for agricultural seed in packages that are not more than one pound. Provides that $25 is the minimum fee to register pure or mixed cultures of microorganisms and materials with the state chemist. Allows the state chemist to adopt rules to establish fees that are necessary for the administration of certain laws concerning the sale and transfer of plant cultures, including costs of inspections, registration of products, and product analysis. Voids rules concerning fees for seed analysis, testing, and examination.

Statewide assessment results. Provides that, after a school receives statewide assessment score reports, a teacher of a student shall discuss the student's statewide assessment results with a parent at the next parent/teacher conference or, if the school does not hold parent/teacher conferences, send a notice to a parent of the student offering to meet with the parent to discuss the results. (Current law requires that, after a school receives statewide assessment score reports, the school shall offer a parent/teacher conference to discuss a student's statewide assessment results with a parent who requests the parent/teacher conference or the parent of each student who does not receive a passing score on the test.) Requires the department of education to include in a contract entered into or renewed after June 30, 2022, with a statewide assessment vendor a requirement that the vendor provide a summary of a student's statewide assessment results that meets certain requirements.

Wrongful death. Provides that a person who has been found guilty, or guilty but mentally ill, on a charge of causing an unlawful death of a decedent is a constructive trustee of certain property acquired or entitled to be received by the culpable person. Includes a married individual who does not have any dependents and whose death was caused by a spouse within the definition of "adult person" for the purpose of a wrongful death action. Makes conforming changes.

Designated outdoor refreshment areas. Allows a municipality to designate a location as an outdoor refreshment area (area) with the approval of the alcohol and tobacco commission (commission). Prohibits an area from being located near a school or church unless the church or school does not object. Provides that if an area is approved, the commission designates retailer permittees (permittees) within the area. Allows a minor to be within the area.

Appropriation of donated money. Adds language specifying that a political subdivision that conducts or administers an election may not accept private money donations to prepare, administer, or conduct elections or to employ individuals on a temporary basis for preparing, administering, or conducting elections, including registering voters. Requires all state agencies to submit to the budget agency a report of each individual state employee employed by the state agency whose salary is funded in whole or in part from donated money. Provides that if the donation of money is to the secretary of state, the report shall specify whether the money was or will be distributed to political subdivisions for preparing, administering, or conducting elections, and, if so, the specific types of uses for which the donated money will be used by those political subdivisions. Requires the budget agency to annually submit to the budget committee a report of the information that specifies and identifies each individual state employee whose salary is funded in whole or in part from donated money, which must be posted and made available on the Indiana transparency portal. Requires all local units of government to submit to the state board of accounts (SBA) a report of each individual local unit of government employee employed by the local unit of government whose salary is funded in whole or in part from donated money. Requires the SBA to annually submit to the budget committee a report of the information that specifies and identifies each individual local unit of government employee whose salary is funded in whole or in part from donated money, which must be made available to the public. Defines "local unit of government" for purposes of the reporting requirement. Specifies that the term does not include hospitals.

Ambulance fee dispute resolution. Provides that: (1) when an individual covered by a health plan is provided emergency ambulance service by a nonparticipating ambulance service provider, the health plan operator shall pay toward the compensation of the nonparticipating ambulance service provider the amount that the health plan operator considers reasonable compensation for the emergency ambulance service; and (2) after the health plan operator pays this amount and after any deductible, copayment, and coinsurance amount is paid, neither the nonparticipating ambulance service provider nor the health plan operator may seek to obtain any further amount from the covered individual. Provides that if the nonparticipating ambulance service provider considers the amount paid to be insufficient, the nonparticipating ambulance service provider: (1) may initiate negotiations with the health plan operator; and (2) if negotiations do not produce a result satisfactory to the nonparticipating ambulance service provider, may initiate arbitration of the ambulance fee dispute. Provides for the selection of an arbitrator and establishes a procedure by which the arbitrator determines a figure representing fair compensation for the emergency ambulance service. Provides that an arbitrator's determination as to fair compensation is binding on the parties and is admissible in any court proceeding. Empowers the insurance commissioner to reprimand, impose a civil penalty on, or suspend the certificate of authority of a health plan operator that fails upon request to provide information on compensation paid to participating ambulance service providers, refuses to negotiate in good faith, or refuses to compensate a nonparticipating ambulance service provider in accordance with an arbitrator's determination. Requires the Indiana emergency medical services commission to adopt rules concerning the certification of arbitrators and the administration of the ambulance fee dispute resolution process.
