Scholarship for minority students in health care. Establishes the scholarship for minority students pursuing health care careers (scholarship) and the minority students pursuing health care careers fund (fund). Provides that the commission for higher education (commission) administers the scholarship program and the fund. Prescribes qualifications necessary to: (1) receive an initial scholarship; and (2) qualify for renewal of the scholarship. Provides that the amount of the scholarship awarded for an academic year is the lesser of: (1) the balance of the scholarship recipient's total cost of attendance for the academic year after the application of any other financial assistance for which the scholarship recipient qualifies; or (2) $4,000. Requires a scholarship recipient to enter into a written agreement with the commission to: (1) use the scholarship solely to fund a course of study resulting in a degree or certificate that enables the individual to practice as a health care professional in Indiana; (2) apply for a position as a health care professional in Indiana following the individual's licensure or certification as a health care professional; and (3) if hired, practice as a health care professional in Indiana for at least three years. Requires a scholarship recipient to repay the scholarship if the scholarship recipient fails to: (1) complete the scholarship recipient's program of study; or (2) complete the terms of the scholarship recipient's agreement with the commission. Annually appropriates to the fund from the state general fund an amount sufficient to carry out the purposes of the scholarship program. Requires the commission to report to the general assembly not later than December 1, 2026, regarding the effect of the scholarship program.

Civil forfeiture. Directs certain civil forfeiture proceeds to the United Way organization in each county (or to a United Way organization that serves the county if the county lacks a United Way organization) to be used to provide grants to aid the community. Prohibits the use of certain other civil forfeiture proceeds to purchase or facilitate the acquisition of armored vehicles, military-style weapons, or surplus military equipment. Repeals a provision authorizing the transfer of seized property to the United States. Makes conforming amendments.

Annual customer reports by utilities. Requires a utility that: (1) is under the jurisdiction of the Indiana utility regulatory commission (IURC) for the approval of rates and charges; and (2) provides electric, natural gas, water, or wastewater utility service at retail to residential customers and low income customers in Indiana; to annually report to the IURC certain data concerning customer accounts and low income customer accounts. Provides that: (1) a utility shall report all required information in the aggregate and in a manner that does not identify individual customers and low income customers; and (2) the IURC may not require utilities to disclose confidential and proprietary business information without adequate protection of the information. Authorizes the IURC to adopt rules and emergency rules to implement these provisions. Provides that, beginning in 2023, the IURC shall annually compile and summarize the information received from utilities for the most recent reporting period and include the IURC's summary of the information in the IURC's annual report to the interim study committee on energy, utilities, and telecommunications.

Human trafficking. Modifies the definition of "protected person" for purposes of the admission of a statement or videotape of an individual who is less than 14 years of age at the time of the offense but less than 18 years of age at the time of trial. Provides that a person who knowingly or intentionally: (1) pays, or offers or agrees to pay, money or other property; or (2) offers a benefit; for a human trafficking victim with the specific intent to induce or obtain the product or act for which the human trafficking victim was trafficked commits human trafficking, a Level 4 felony. Specifies that consent by the human trafficking victim is not a defense to a prosecution. Requires law enforcement agencies to report human trafficking investigations to the attorney general within 30 days after an investigation begins. Makes a technical correction.

Motor vehicle crash investigations. Changes the property damage requirement to $2,500 (current law is $1,000) for certain failures to provide evidence of financial responsibility following a motor vehicle accident. Changes the apparent damage requirement for a law enforcement officer to investigate motor vehicle accidents involving property damage to $2,500 (current law is $1,000). Provides that a law enforcement officer shall assist operators with the requirements of IC 9-26-1-1.1 under certain circumstances. Adds certain infractions and offenses to the list of violations enforceable by weigh station supervisors or operators.

Disposition of real property by INDOT. Provides that an agency real estate professional may determine the fair market value of real property the department of transportation (INDOT) owns and is seeking to sell under certain conditions. Makes conforming changes. Provides that real property shall be appraised prior to acquisition by INDOT, except under certain conditions concerning donation and valuation of the real property. Requires INDOT to prepare a waiver valuation if an appraisal is unnecessary. Suspends certain rules for persons preparing or reviewing a waiver valuation. Provides that INDOT may sell real property without advertising or competitive bids under certain circumstances. Extends the sunset of certain public-private agreement provisions from June 30, 2023, to June 30, 2031.

Public safety telecommunicators. Provides that each unit shall establish certain basic training requirements and continuing education requirements for public safety telecommunicators. Provides that costs associated with basic training requirements are considered operating expenses of the statewide 911 system. Permits a public safety agency to seek reimbursement from the board for certain training expenses. Requires PSAP's to annually report continuing education requirements for public safety telecommunicators to the board.

Reserve city and town police officers. Provides that after June 30, 2023, the number of police reserve officers that a law enforcement agency or department for a city or town may appoint may not exceed the greater of: (1) six police reserve officers; or (2) 40% of the number of law enforcement officers employed by the law enforcement agency or department who have met the basic training requirements established by the law enforcement training board (board). Provides that the board may revoke, suspend, modify, or restrict a document showing compliance and qualifications for a city or town police reserve officer who has committed misconduct. Provides that, after June 30, 2022, a police reserve officer appointed by a law enforcement agency or department for a city or town does not have police powers for purposes of employment outside the direct supervision of the law enforcement agency or department that appointed the police reserve officer unless: (1) the police reserve officer who previously served as a law enforcement officer has completed Tier I or Tier II basic training and remains compliant with inservice training requirements; or (2) an exigent circumstance exists that creates pressing health, safety, or law enforcement needs for the police reserve officer.

Coordination among units for tax abatement. Permits the attorney general to request the appointment of a special prosecuting attorney if a prosecuting attorney is categorically refusing to prosecute certain crimes, and establishes a procedure for the appointment of a person to serve as a special prosecuting attorney to prosecute cases that the county prosecuting attorney is refusing to prosecute.
