30+BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 3
31+ * Section 1. AS 14.30 is amended by adding a new section to article 3 to read: 4
32+Sec. 14.30.145. Opioid overdose drugs. (a) Each school district shall ensure 5
33+that 6
34+(1) a person trained to administer an opioid overdose drug is on site 7
35+(A) when the main school building of each school in the school 8
36+district is open to students or staff, including periods when the school building 9

78-develop and provide to each school district a short training video about how and when 9
79-to administer an opioid overdose drug. 10
80-(c) A school district, school, or individual is not liable for civil damages for an 11
81-injury to another individual resulting from a failure to possess or maintain an opioid 12
82-overdose drug under this section. 13
83-(d) In this section, 14
84-(1) "main school building" means the building on school grounds 15
85-where most of the students of the school are educated during regular school hours and 16
86-the principal, nurse, and other administrative staff of the school are located; 17
87-(2) "opioid overdose drug" has the meaning given in AS 17.20.085(e); 18
88-(3) "school district" means a borough school district, a city school 19
89-district, a regional educational attendance area, and a state boarding school; 20
90-(4) "school grounds" means a building, structure, athletic playing field, 21
91-playground, parking area, or land contained within the real property boundary line of a 22
92-school in a school district. 23
93- * Sec. 2. AS 17.20.085(e) is amended by adding a new paragraph to read: 24
94-(5) "school district" has the meaning given in AS 14.30.145(d). 25
95- * Sec. 3. AS 17.20.085 is amended by adding new subsections to read: 26
96-(f) Notwithstanding a provision or rule of law to the contrary, a school district, 27
97-if acting under a standing order or protocol under (a) or (c) of this section, may receive 28
98-a supply of opioid overdose drugs from the department and may possess opioid 29
99-overdose drugs for the purposes of AS 14.30.145. 30
100-(g) Notwithstanding a provision or rule of law to the contrary, a person, if 31

102-acting under a standing order or protocol under (a) or (c) of this section, may 1
103-administer an opioid overdose drug under AS 14.30.145 to a person at risk of 2
104-experiencing an opioid overdose. 3
105- * Sec. 4. AS 17.20.085(d) is repealed. 4
106- * Sec. 5. The uncodified law of the State of Alaska is amended by adding a new section to 5
107-read: 6
108-INDIVIDUAL LEARNING PLANS; STUDENT ALLOTMENTS. (a) 7
109-Notwithstanding AS 14.03.300 or 14.03.310, the department or a district that provides a 8
110-homeschool or correspondence study program shall annually provide an individual learning 9
111-plan for each student enrolled in the program developed in collaboration with the student, the 10
112-parent or guardian of the student, a certificated teacher assigned to the student, and other 11
113-individuals involved in the student's learning plan. 12
114-(b) The board shall adopt regulations establishing standards for individual learning 13
115-plans. The regulations must require that an individual learning plan 14
116-(1) provide a course of study appropriate to the student's grade level and 15
117-consistent with state and district standards; 16
118-(2) incorporate an ongoing assessment plan that includes statewide 17
119-assessments required for public schools under AS 14.03.123(f); 18
120-(3) include provisions for modifying an individual learning plan if the student 19
121-is below proficient on a standardized assessment in a core subject; 20
122-(4) provide for quarterly monitoring of a student's work and progress by the 21
123-certificated teacher assigned to the student. 22
124-(c) The department or a district that provides a homeschool or correspondence study 23
125-program may provide an annual student allotment to a parent or guardian of a student enrolled 24
126-in the homeschool or correspondence study program. A parent or guardian may use the 25
127-allotment only for implementation of the student's individual learning plan. 26
128-(d) The department shall monitor the use of allotments distributed under this section. 27
129-(e) The department or a district that provides a correspondence study program shall 28
130-submit an annual report to the department that includes
131-29
132-(1) the number of students enrolled in the program; 30
133-(2) the demographic information of the students enrolled in the program; 31

135-(3) an accounting of student allotment funds that have been disbursed; 1
136-(4) assessment and proficiency scores of the students enrolled in the program; 2
137-and 3
138-(5) a review of curricula that have been provided by the program or purchased 4
139-using allotment funds. 5
140-(f) The department shall include the information reported to the department under (e) 6
141-of this section in the report to the legislature required under AS 14.07.168. 7
142-(g) The board shall adopt regulations to implement this section consistent with art. 8
143-VII, sec. 1, Constitution of the State of Alaska. 9
144-(h) In this section, 10
145-(1) "board" means the state Board of Education and Early Development; 11
146-(2) "department" means the Department of Education and Early Development; 12
147-(3) "district" has the meaning given in AS 14.17.990. 13
148- * Sec. 6. Section 5 of this Act is repealed July 1, 2025. 14
