A RESOLUTION 
 
Requesting the United States Congress to propose an amendment to the Constitution of 1 
the United States to set a limit on the number of terms that a person may be elected as a 2 
member of the United States House of Representatives and as a member of the United 3 
States Senate; and requesting the United States Congress to call for a constitutional 4 
convention of the states to propose a single amendment to the Constitution of the United 5 
States to set a limit on the number of terms that a person may be elected as a member of 6 
the United States House of Representatives and as a member of the United States 7 
Senate. 8 
BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 9 
WHEREAS art. V, Constitution of the United States, provides the states with the 10 
authority to call a constitutional convention for the purpose of proposing an amendment to the 11 
Constitution of the United States on application by at least two-thirds of the states; and 12 WHEREAS that power provides the states with the leverage needed to force the 13 
United States Congress to act when the United States Congress otherwise does not want to; 14    34-LS0922\A

and 1 
WHEREAS the citizens of this state and 22 other states, having passed statutes or 2 
state constitutional amendments placing term limits on members of the United States 3 
Congress, were overruled by the United States Supreme Court; and 4 
WHEREAS the citizens of this state are overwhelmingly supportive of placing term 5 
limits on members of the United States Congress; and 6 
WHEREAS the Alaska State Legislature, a body of citizen legislators, desires to 7 
restore rotation in office for members serving in the United States Congress;  8 
BE IT RESOLVED that the Alaska State Legislature joins other states in instructing 9 
the United States Congress to draft an amendment on term limits and to send the amendment 10 
to the states for ratification, failing which the states will act independently; and be it 11 
FURTHER RESOLVED by the Alaska State Legislature that, under art. V, 12 
Constitution of the United States, the Alaska State Legislature formally applies to the United 13 
States Congress to call a convention limited to proposing an amendment to the United States 14 
Constitution to set a limit on the number of terms a person may be elected as a member of the 15 
United States House of Representatives and as a member of the United States Senate; and be 16 
it 17 
FURTHER RESOLVED that the Alaska State Legislature requests that this 18 
application be considered as covering the same subject matter as the applications from other 19 
states to the United States Congress to call a convention to set a limit on the number of terms 20 
that a person may be elected to the United States House of Representatives and the United 21 
States Senate; and be it 22 
FURTHER RESOLVED that the Alaska State Legislature requests that this 23 
application be aggregated with the applications of other states for the purpose of attaining the 24 
two-thirds of the states necessary to require the United States Congress to call a limited 25 
convention for the purpose of setting term limits on the members of the United States 26 
Congress, but that this application not be aggregated with any other application on any other 27 
subject; and be it 28 
FURTHER RESOLVED that this resolution constitutes a continuing application in 29 
accordance with art. V, Constitution of the United States, until the legislatures of at least two-30

COPIES of this resolution shall be sent to the Honorable JD Vance, Vice President of 1 
the United States and President of the U.S. Senate; the Honorable Mike Johnson, Speaker of 2 
the U.S. House of Representatives; the Honorable Jackie Barber, Secretary of the U.S. Senate; 3 
the Honorable Kevin McCumber, Clerk of the U.S. House of Representatives; the Honorable 4 
Jim Jordan, Chair of the U.S. House Committee on the Judiciary; the Honorable Lisa 5 
Murkowski and the Honorable Dan Sullivan, U.S. Senators, and the Honorable Nicholas 6 
Begich, U.S. Representative, members of the Alaska delegation in Congress; and the 7 
presiding officers of the legislatures of each of the other 49 states. 8
