118118 4 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
119119 5 Section 1. In addition to all other appropriations
120120 6 heretofore or hereafter made, there is hereby appropriated
121121 7 $222,465 from the Alabama Board of Examiners in Counseling
122122 8 Fund to the Alabama Board of Examiners in Counseling for the
123123 9 fiscal year ending September 30, 2022.
124124 10 Section 2. In addition to all other appropriations
125125 11 heretofore or hereafter made, there is hereby appropriated
126126 12 $30,000,000 from the State General Fund to the Alabama
127127 13 Corrections Institution Finance Authority (ACIFA) Program
128128 14 within Debt Service for the fiscal year ending September 30,
129129 15 2022. This appropriation to the ACIFA is conditioned upon
130130 16 ACIFA being required to make a debt service payment during
131131 17 fiscal year 2022 on bonds issued pursuant to the authorization
132132 18 granted by Act 2021-546. Any of the above appropriation that
133133 19 is not needed to make a debt service payment during fiscal
134134 20 year 2022 on bonds issued pursuant to the authorization
135135 21 granted by Act 2021-546 is hereby appropriated to the Alabama
136136 22 Trust Fund Board of Trustees to be credited as a repayment
137137 23 pursuant to Section 29-10-1, Code of Alabama 1975.
138138 24 Section 3. In addition to all other appropriations
139139 25 heretofore or hereafter made, there is hereby appropriated
140140 26 $2,995,111 from the State General Fund to the Board of Pardons
141141 27 and Paroles for the fiscal year ending September 30, 2022.

143143 2 heretofore or hereafter made, there is hereby appropriated
144144 3 $5,300,000 from the State General Fund to the Department of
145145 4 Forensic Sciences for the fiscal year ending September 30,
146146 5 2022 for a forensic laboratory in Dothan.
147147 6 Section 5. In addition to all other appropriations
148148 7 heretofore or hereafter made, there is hereby appropriated
149149 8 $5,587,531 from the State General Fund to the Department of
150150 9 Human Resources for the fiscal year ending September 30, 2022
151151 10 to be used to complete the development of a new system for
152152 11 SNAP and TANF.
153153 12 Section 6. In addition to all other appropriations
154154 13 heretofore or hereafter made, there is hereby appropriated
155155 14 $6,000,000 from the State General Fund to the Department of
156156 15 Veterans Affairs for the fiscal year ending September 30, 2022
157157 16 to be used for the construction of the Command Sergeant Major
158158 17 Bennie Adkins State Veterans Home.
159159 18 Section 7. In addition to all other appropriations
160160 19 heretofore or hereafter made, there is hereby appropriated
161161 20 $7,000,000 from the State General Fund to the Department of
162162 21 Agriculture and Industries for the fiscal year ending
163163 22 September 30, 2022 to construct a new laboratory facility.
164164 23 Section 8. In addition to all other appropriations
165165 24 heretofore or hereafter made, there is hereby appropriated
166166 25 $7,043,500 from the State General Fund to the State Law
167167 26 Enforcement Agency for the fiscal year ending September 30,
168168 27 2022, of which $1,000,000 shall be used to repair hurricane
169169 Page 6 1 damage to the Orange Beach Marine Patrol facility and
170170 2 $6,043,500 shall be used for radio and communications
171171 3 improvements.
172172 4 Section 9. In addition to all other appropriations
173173 5 heretofore or hereafter made, there is hereby appropriated
174174 6 $1,000,000 from the State General Fund to the Department of
175175 7 Senior Services for the fiscal year ending September 30, 2022
176176 8 to be used to open an elder abuse shelter.
177177 9 Section 10. In addition to all other appropriations
178178 10 heretofore or hereafter made, there is hereby appropriated
179179 11 $1,500,000 from the State General Fund to the Alabama Medical
180180 12 Cannabis Commission for the fiscal year ending September 30,
181181 13 2022.
182182 14 Section 11. In addition to all other appropriations
183183 15 heretofore or hereafter made, there is hereby appropriated
184184 16 $1,500,000 from the State General Fund to the Alabama Tourism
185185 17 Department for the fiscal year ending September 30, 2022 to be
186186 18 expended for the World Games.
187187 19 Section 12. In addition to all other appropriations
188188 20 heretofore or hereafter made, there is hereby appropriated
189189 21 $1,500,000 from the State General Fund to the Department of
190190 22 Environmental Management for the fiscal year ending September
191191 23 30, 2022 to be used for the Coastal Program building at the
192192 24 Mobile Field Office.
193193 25 Section 13. In addition to all other appropriations
194194 26 heretofore or hereafter made, there is hereby appropriated
195195 27 $1,500,000 from the State General Fund to the Alabama Forestry
196196 Page 7 1 Commission for the fiscal year ending September 30, 2022 to be
197197 2 used to procure and maintain vehicles and equipment used for
198198 3 preventing and fighting forest fires.
199199 4 Section 14. In addition to all other appropriations
200200 5 heretofore or hereafter made, there is hereby appropriated
201201 6 $24,696,745 from the State General Fund to the General Fund
202202 7 Budget Reserve Fund for the fiscal year ending September 30,
203203 8 2022 to reach the maximum allocation pursuant to Section
204204 9 29-13-4, Code of Alabama 1975.
205205 10 Section 15. This act shall become effective
206206 11 immediately upon its passage and approval by the Governor, or
207207 12 upon its otherwise becoming law.
