8 SYNOPSIS: This bill makes a supplemental appropriation
9 from the Alabama Board of Examiners in Counseling
10 Fund to the Alabama Board of Examiners in
11 Counseling in the amount of $222,465 for the fiscal
12 year ending September 30, 2022; makes a
13 supplemental conditional appropriation from the
14 State General Fund to the Alabama Corrections
15 Institution Finance Authority (ACIFA) Program
16 within Debt Service in the amount of $30,000,000
17 for the fiscal year ending September 30, 2022;
18 makes a supplemental appropriation from the State
19 General Fund to the Board of Pardons and Paroles in
20 the amount of $2,995,111 for the fiscal year ending
21 September 30, 2022; makes a supplemental
22 appropriation from the State General Fund to the
23 Department of Forensic Sciences in the amount of
24 $5,300,000 for the fiscal year ending September 30,
25 2022; makes a supplemental appropriation from the

25 make a supplemental appropriation from the State General Fund
26 to the Alabama Forestry Commission in the amount of $1,500,000
27 for the fiscal year ending September 30, 2022; and to make a

2 General Fund Budget Reserve Fund in the amount of $24,696,745
3 for the fiscal year ending September 30, 2022.
4 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
5 Section 1. In addition to all other appropriations
6 heretofore or hereafter made, there is hereby appropriated
7 $222,465 from the Alabama Board of Examiners in Counseling
8 Fund to the Alabama Board of Examiners in Counseling for the
9 fiscal year ending September 30, 2022.
10 Section 2. In addition to all other appropriations
11 heretofore or hereafter made, there is hereby appropriated
12 $30,000,000 from the State General Fund to the Alabama
13 Corrections Institution Finance Authority (ACIFA) Program
14 within Debt Service for the fiscal year ending September 30,
15 2022. This appropriation to the ACIFA is conditioned upon
16 ACIFA being required to make a debt service payment during
17 fiscal year 2022 on bonds issued pursuant to the authorization
18 granted by Act 2021-546. Any of the above appropriation that
19 is not needed to make a debt service payment during fiscal
20 year 2022 on bonds issued pursuant to the authorization
21 granted by Act 2021-546 is hereby appropriated to the Alabama
22 Trust Fund Board of Trustees to be credited as a repayment
23 pursuant to Section 29-10-1, Code of Alabama 1975.
24 Section 3. In addition to all other appropriations
25 heretofore or hereafter made, there is hereby appropriated
26 $2,995,111 from the State General Fund to the Board of Pardons
27 and Paroles for the fiscal year ending September 30, 2022.

2 heretofore or hereafter made, there is hereby appropriated
3 $5,300,000 from the State General Fund to the Department of
4 Forensic Sciences for the fiscal year ending September 30,
5 2022 for a forensic laboratory in Dothan.
6 Section 5. In addition to all other appropriations
7 heretofore or hereafter made, there is hereby appropriated
8 $5,587,531 from the State General Fund to the Department of
9 Human Resources for the fiscal year ending September 30, 2022
10 to be used to complete the development of a new system for
11 SNAP and TANF.
12 Section 6. In addition to all other appropriations
13 heretofore or hereafter made, there is hereby appropriated
14 $6,000,000 from the State General Fund to the Department of
15 Veterans Affairs for the fiscal year ending September 30, 2022
16 to be used for the construction of the Command Sergeant Major
17 Bennie Adkins State Veterans Home.
18 Section 7. In addition to all other appropriations
19 heretofore or hereafter made, there is hereby appropriated
20 $7,000,000 from the State General Fund to the Department of
21 Agriculture and Industries for the fiscal year ending
22 September 30, 2022 to construct a new laboratory facility.
23 Section 8. In addition to all other appropriations
24 heretofore or hereafter made, there is hereby appropriated
25 $7,043,500 from the State General Fund to the State Law
26 Enforcement Agency for the fiscal year ending September 30,
27 2022, of which $1,000,000 shall be used to repair hurricane
Page 6 1 damage to the Orange Beach Marine Patrol facility and
2 $6,043,500 shall be used for radio and communications
3 improvements.
4 Section 9. In addition to all other appropriations
5 heretofore or hereafter made, there is hereby appropriated
6 $1,000,000 from the State General Fund to the Department of
7 Senior Services for the fiscal year ending September 30, 2022
8 to be used to open an elder abuse shelter.
9 Section 10. In addition to all other appropriations
10 heretofore or hereafter made, there is hereby appropriated
11 $1,500,000 from the State General Fund to the Alabama Medical
12 Cannabis Commission for the fiscal year ending September 30,
13 2022.
14 Section 11. In addition to all other appropriations
15 heretofore or hereafter made, there is hereby appropriated
16 $1,500,000 from the State General Fund to the Alabama Tourism
17 Department for the fiscal year ending September 30, 2022 to be
18 expended for the World Games.
19 Section 12. In addition to all other appropriations
20 heretofore or hereafter made, there is hereby appropriated
21 $1,500,000 from the State General Fund to the Department of
22 Environmental Management for the fiscal year ending September
23 30, 2022 to be used for the Coastal Program building at the
24 Mobile Field Office.
25 Section 13. In addition to all other appropriations
26 heretofore or hereafter made, there is hereby appropriated
27 $1,500,000 from the State General Fund to the Alabama Forestry
Page 7 1 Commission for the fiscal year ending September 30, 2022 to be
2 used to procure and maintain vehicles and equipment used for
3 preventing and fighting forest fires.
4 Section 14. In addition to all other appropriations
5 heretofore or hereafter made, there is hereby appropriated
6 $24,696,745 from the State General Fund to the General Fund
7 Budget Reserve Fund for the fiscal year ending September 30,
8 2022 to reach the maximum allocation pursuant to Section
9 29-13-4, Code of Alabama 1975.
10 Section 15. This act shall become effective
11 immediately upon its passage and approval by the Governor, or
12 upon its otherwise becoming law.
