9-2 ENROLLED, An Act,
10-3 Relating to Blount County; to provide for the Chair
11-4 of the Blount County Commission; to provide for the election
12-5 of the chair of the county commission on a countywide basis;
13-6 to provide for the term, duties, and compensation of the
14-7 chair; and to provide that the judge of probate shall no
15-8 longer serve as chair.
16-9 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
17-10 Section 1. This act shall apply only in Blount
18-11 County.
19-12 Section 2. (a)(1) The position of Chair of the
20-13 Blount County Commission is established. The first chair shall
21-14 be elected on a countywide basis at the general election in
22-15 2024 following a primary election, if applicable, at the same
23-16 time and in the same manner as any primary election for
24-17 members of the county commission. The chair shall take office
25-18 at the same time members of the county commission take office
26-19 following their election. After the election and swearing in
27-20 of the first chair after the effective date of this act, the
28-21 judge of probate shall no longer serve as chair of the
29-22 commission.
30-23 (2) The chair shall serve a term of six years
31-24 commencing at the same time as the term of members of the
32-25 county commission provided by general law. Successor chairs

34-1 shall be elected in the same manner at the general election
35-2 every six years thereafter and shall commence his or her term
36-3 in the same manner. The chair shall serve until a successor is
37-4 elected and qualified.
38-5 (b) The Chair of the Blount County Commission shall
39-6 be a resident and qualified elector of the county for at least
40-7 one year prior to the date on which he or she would take
41-8 office.
42-9 (c) The salary of the Chair of the Blount County
43-10 Commission shall be the same as the base salary of the Blount
44-11 County Revenue Commissioner payable in the same manner as the
45-12 salary of the revenue commissioner.
46-13 (d) The chair shall preside over meetings of the
47-14 county commission and shall vote only in the case of a tie
48-15 vote of the district commissioners.
49-16 (e) In addition to the other duties and
50-17 responsibilities of the chair, the Chair of the Blount County
51-18 Commission shall do all of the following, as provided by law:
52-19 (1) Promote economic development in the county.
53-20 (2) Establish and enhance intergovernmental
54-21 partnerships.
55-22 (3) Serve as the representative of Blount County and
56-23 the Blount County Commission on any boards, committees, or
57-24 other organizations that require representation of the chair
58-25 of the county commission.

60-1 (4) Perform any other duties as determined by a
61-2 majority vote of the county commission.
62-3 (f) This act shall not be construed to affect the
63-4 salary of the judge of probate during the term for which he or
64-5 she is elected or appointed.
65-6 Section 3. All laws or parts of laws which conflict
66-7 with this act are repealed.
67-8 Section 4. This act shall become effective
68-9 immediately following its passage and approval by the
69-10 Governor, or its otherwise becoming law.
