38 | 38 | | 6 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA: |
---|
39 | 39 | | 7 Section 1. The following amendment to the |
---|
40 | 40 | | 8 Constitution of Alabama of 1901, is proposed and shall become |
---|
41 | 41 | | 9 valid as a part of the Constitution when all requirements of |
---|
42 | 42 | | 10 this act are fulfilled: |

43 | 43 | | 11 PROPOSED AMENDMENT |
---|
44 | 44 | | 12 (a) This amendment will only apply to Coosa County. |
---|
45 | 45 | | 13 (b) No later than January 1, 2025, and continually |
---|
46 | 46 | | 14 thereafter, the Department of Conservation and Natural |
---|
47 | 47 | | 15 Resources shall ensure that at least 50 percent of all Forever |
---|
48 | 48 | | 16 Wild Land Trust property located in Coosa County is available |
---|
49 | 49 | | 17 on a marketplace for carbon credits or other similar forestry |
---|
50 | 50 | | 18 carbon offsets. |
---|
51 | 51 | | 19 (c) Any income received from carbon credits or other |
---|
52 | 52 | | 20 similar forestry carbon offsets generated from the management |
---|
53 | 53 | | 21 of Forever Wild forest resources in Coosa County shall be |
---|
54 | 54 | | 22 credited to the General Fund of Coosa County. |
---|
55 | 55 | | 23 Upon ratification of this constitutional amendment |
---|
56 | 56 | | 24 and contingent upon the ratification of the Constitution of |
---|
57 | 57 | | 25 Alabama of 2022, the Code Commissioner shall number and place |
---|
58 | 58 | | 26 this amendment as appropriate in the constitution based upon a |
---|
59 | 59 | | 27 logical sequence and the particular subject or topic of the |
---|
60 | 60 | | Page 2 1 amendment. In this amendment, the Code Commissioner may change |
---|
61 | 61 | | 2 capitalization, spelling, and punctuation for the purpose of |
---|
62 | 62 | | 3 style and uniformity; correct manifest grammatical, clerical, |
---|
63 | 63 | | 4 and typographical errors; and correct incorrect |
---|
64 | 64 | | 5 cross-references. When publishing the Constitution of Alabama |
---|
65 | 65 | | 6 of 2022, as amended, the Code Commissioner may omit this |
---|
66 | 66 | | 7 instructional paragraph. |
---|
67 | 67 | | 8 Section 2. An election upon the proposed amendment |
---|
68 | 68 | | 9 shall be held in accordance with Section 284.01 of the |
---|
69 | 69 | | 10 Constitution of Alabama of 1901, now appearing as Section |
---|
70 | 70 | | 11 284.01 of the Official Recompilation of the Constitution of |
---|
71 | 71 | | 12 Alabama of 1901, as amended, and the election laws of this |
---|
72 | 72 | | 13 state. |

73 | 73 | | 14 Section 3. The appropriate election official shall |
---|
74 | 74 | | 15 assign a ballot number for the proposed constitutional |
---|
75 | 75 | | 16 amendment on the election ballot and shall set forth the |
---|
76 | 76 | | 17 following description of the substance or subject matter of |

77 | 77 | | 18 the proposed constitutional amendment: |
