12-5 Relating to the Study Commission on Interagency
13-6 Cooperation and Collaboration on the Rehabilitation and
14-7 Reintegration of Formerly Incarcerated Individuals; to amend
15-8 Section 3 of Act 2021-478, 2021 Regular Session, to extend the
16-9 dissolution date of the study commission and to provide for
17-10 expenses.
18-11 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
19-12 Section 1. Section 3 of Act 2021-478 of the 2021
20-13 Regular Session, is amended to read as follows:
21-14 "Section 3. (a) There is established a Study
22-15 Commission on Interagency Cooperation and Collaboration on the
23-16 Rehabilitation and Reintegration of Formerly Incarcerated
24-17 Individuals, which shall consist of all of the following:
25-18 "(1) One member of the House of Representatives,
26-19 appointed by the Speaker of the House.
27-20 "(2) One member of the Senate, appointed by the
28-21 President Pro Tempore.
29-22 "(3) The Director of Pardons and Paroles, or his or
30-23 her designee.
31-24 "(4) The Commissioner of the Department of
32-25 Corrections, or his or her designee.

34-1 "(5) The Commissioner of the Department of Mental
35-2 Health, or his or her designee.
36-3 "(6) The Commissioner of the Department of Human
37-4 Resources, or his or her designee.
38-5 "(7) The Commissioner of the Alabama Medicaid
39-6 Agency, or his or her designee.
40-7 "(8) The Director of the Alabama Community College
41-8 System, or his or her designee.
42-9 "(9) The Secretary of the Alabama State Law
43-10 Enforcement Agency, or his or her designee.
44-11 "(10) The Secretary of the Department of Labor, or
45-12 his or her designee.
46-13 "(11) The Commissioner of the Alabama Department of
47-14 Veterans Affairs, or his or her designee.
48-15 "(12) The Executive Director of the Office of
49-16 Prosecution Services, or his or her designee.
50-17 "(13) A district attorney appointed by the Alabama
51-18 District Attorneys Association.
52-19 "(b) The Director of Pardons and Paroles, or his or
53-20 her designee, shall serve as the chair of the commission. A
54-21 vice chair shall be designated by a majority vote of the
55-22 quorum of the membership at its first meeting. A quorum shall
56-23 consist of a majority of the membership.

58-1 "(c) The membership of the commission shall be
59-2 inclusive and reflect the racial, gender, geographic areas,
60-3 urban/rural, and economic diversity of the state.
61-4 "(d) The commission shall have all of the following
62-5 duties:
63-6 "(1) Develop and present a strategic plan to make
64-7 communities safer by reducing recidivism and victimization and
65-8 assist individuals who return from prison to become productive
66-9 citizens and save taxpayer dollars by lowering the direct and
67-10 collateral costs of incarceration.
68-11 "(2) Identify, implement, and promote evidence-based
69-12 research, policies, strategies, and programming to support
70-13 successful reentry and reintegration.
71-14 "(3) Promote partnerships and collaboration among
72-15 state agencies and with local governments and organizations to
73-16 effectively and cost-efficiently advance reentry and
74-17 reintegration efforts and eliminate duplication of services.
75-18 "(4) Develop strategies to expand access to
76-19 educational programs and support programs upon reentry.
77-20 "(5) Develop strategies to assure access to health
78-21 care coverage and behavioral health services upon reentry.
79-22 "(6) Identify and address unwarranted barriers to
80-23 successful reentry.
81-24 "(e)(1) The commission shall hold its first meeting
82-25 no later than June 1, 2021, with the date, time, and location

84-1 of the meeting to be designated by the Director of Pardons and
85-2 Paroles, or his or her designee.
86-3 "(2) At the first meeting, the commission shall
87-4 elect a vice chair, elect other officers as determined by the
88-5 commission, and set dates, times, and locations of subsequent
89-6 meetings.
90-7 "(3) The commission shall meet at least monthly and
91-8 shall report its findings, conclusions, and recommendations to
92-9 the Legislature no later than the fifth legislative day of the
93-10 2022 2023 Regular Session, whereupon the commission shall
94-11 stand dissolved and discharged of any further duties and
95-12 liabilities.
96-13 "(f) The House of Representatives and the Senate
97-14 shall provide the necessary staff and support to the
98-15 commission to perform its duties.
99-16 "(g) Expenses incurred by the commission before or
100-17 after the effective date of the act adding this subsection
101-18 shall be paid from funds appropriated to the Legislature, not
102-19 to exceed a total of five thousand dollars ($5,000).
103-20 "(g) (h) Members of the commission shall serve
104-21 without compensation, but may be reimbursed for necessary
105-22 expenses in attending meetings of the commission according to
106-23 policies and procedures of their respective appointing
107-24 authority or employing agency.

109-1 "(h) (i) Legislative members of the commission shall
110-2 be entitled to their legislative compensation, per diem, and
111-3 travel expenses for each day they attend a meeting of the
112-4 commission, in accordance with Amendment 871 of the
113-5 Constitution of Alabama of 1901."
114-6 Section 2. This act is curative and retroactive to
115-7 the fifth legislative day of the 2022 Regular Session.
116-8 Section 3. This act shall become effective
117-9 immediately following its passage and approval by the
118-10 Governor, or its otherwise becoming law.

14+8 SYNOPSIS: In the 2021 Regular Session the Study
15+9 Commission on Interagency Cooperation and
16+10 Collaboration on the Rehabilitation and
17+11 Reintegration of Formerly Incarcerated Individuals
18+12 was created.
19+13 Under existing law, the study commission is
20+14 dissolved on the fifth legislative day of the 2022
21+15 Regular Session.
22+16 This bill would extend the dissolution date
23+17 until the fifth legislative day of the 2023 Regular
24+18 Session.
25+19 This bill would also provide for the payment
26+20 of expenses.

130+18 Section 2. This act is curative and retroactive to
131+19 the fifth legislative day of the 2022 Regular Session.
132+20 Section 3. This act shall become effective
133+21 immediately following its passage and approval by the
134+22 Governor, or its otherwise becoming law.
