17	17	HR____ COMMENDING TROOPER CHARLES MAY FOR BEING NOMINATED
18	18	FOR THE 2023 ALABAMA LAW ENFORCEMENT AGENCY LIFE SAVING
19	19	MEDAL.
20	20	WHEREAS, highest commendations are herein proudly
21	21	conveyed to Trooper Charles May for being nominated for the
22	22	2023 Alabama Law Enforcement Agency Life Saving Medal; and
23	23	WHEREAS, on January 22, 2022, Trooper May was off
24	24	duty when he was contacted by Bullock County Sergeant, Chad
25	25	Faulkner, to help locate a hunter, David Washburn, who had
26	26	been missing for several hours after being swept away in
27	27	water, which was caused by a collapsed beaver dam; Trooper
28	28	May utilized his extensive knowledge of the area and
29	29	determined that it was best to walk to the beaver dam from
30	30	County Road 156; Trooper May entered the woods, called out
31	31	for Mr. Washburn, and heard a faint call for help; Trooper
32	32	May located Mr. Washburn, who did not have any feeling in
33	33	his legs and was believed to have hypothermia; Trooper May
34	34	asked Mr. Washburn questions to assess his injuries,
35	35	replaced his wet clothing with clothing from his own body,
36	36	and carried him approximately 100 yards out of the woods and
37	37	placed him in his patrol vehicle to increase his body
38	38	temperature; after Mr. Washburn received immediate medial
39	39	treatment from paramedics, Trooper May was informed by
40	40	paramedics that Mr. Washburn indeed did have severe

71	71	next hour, he may not have survived; and
72	72	WHEREAS, Trooper May went above and beyond the call
73	73	of duty and displayed extraordinary conduct, which resulted
74	74	in saving human life; his quick and decisive actions
75	75	represent the best tradition of an Alabama State Trooper;
76	76	now therefore,
77	77	BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE
78	78	LEGISLATURE OF ALABAMA, That Trooper Charles May is highly
79	79	commended for being nominated for the 2023 Alabama Law
80	80	Enforcement Agency Life Saving Medal, and we hereby dedicate
81	81	this resolution to him with utmost gratitude, admiration,
82	82	and regard.
