FN-CRIIWJJ-3 Page 1 FISCAL NOTE House Bill 101 Committee: Finance and Taxation General FundSponsor: Representative Adline Clarke Analyst: Hunter Lapp Date: 03/19/2024 House Bill 101 as passed the House of Representatives would, beginning in fiscal year 2025, expand the list of additional items that constitute election expenses that would be reimbursable to counties which would increase the obligations of the State General Fund by an estimated total of $2,265,594 per election cycle, or half this amount if the election includes both state and county offices, based on the cost of the following election expenses incurred by counties, as provided by the Association of County Commissions of Alabama: (1) $1,175,020 for the maintenance and software updates of electronic poll books; (2) $650,000 for the maintenance and software updates of electronic voting machines; (3) $396,000 for the renting of facilities used as polling places; (4) $32,849 for the training of election officials; and (5) an undetermined amount dependent on the travel expenses incurred by appointed absentee election managers.
