19+AN ACT
1820 Relating to elections; to provide for additional items
1921 that are considered election expenses that must be reimbursed
2022 to counties by the state.
2123 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
2224 Section 1. Section 17-16-2, Code of Alabama 1975, is
2325 amended to read as follows:
2426 "ยง17-16-2
2527 (a) As used in this chapter, the term "expenses" shall
2628 include the following items and any other items approved as
2729 reimbursable expenses by the Election Expense Reimbursement
2830 Committee pursuant to Section 17-16-2.1:
2931 (1) The compensation and mileage provided by law for
3032 election officials.
3133 (2) The compensation provided by law for the clerk or
3234 other official acting as absentee election manager.
3335 (3) The cost of necessary training and associated
3436 travel expenses as approved by the county commission for any
3537 individual appointed as the absentee election manager pursuant
3638 to Section 17-11-2.
3739 (3)(4) The costs of ballots, supplies, and other
38-materials or equipment necessary for election officials to
39-conduct elections as required by law and as certified by the
40-judge of probate as chief election official of the county.
41-(5) The costs incurred by the county commission in
42-using electronic poll books pursuant to Section 17-4-2.1,
43-including essential support equipment, software updates,

69+(3)(4) The costs of ballots, supplies, and other
70+materials or equipment necessary for election officials to
71+conduct elections as required by law and as certified by the
72+judge of probate as chief election official of the county.
73+(5) The costs incurred by the county commission in
74+using electronic poll books pursuant to Section 17-4-2.1,
7375 including essential support equipment, software updates,
7476 populating the electronic poll books prior to each election,
7577 maintenance of the electronic poll books, and any other
7678 expenses necessary to comply with rules adopted by the
7779 Secretary of State pursuant to Section 17-4-2.1.
7880 (6) The costs incurred by the county commission in
7981 using electronic voting machines, including, but not limited
8082 to, the transport of electronic voting machines, essential
8183 support equipment, software updates, maintenance of the
8284 electronic voting machines, and storage of electronic voting
8385 machines in non-governmental facilities.
8486 (7) The costs incurred by the county commission for
8587 rental payments to a facility used as a polling place.
8688 (4)(8) The costs of absentee ballots, supplies,
8789 postage, and other materials required by law to be furnished
8890 to the absentee election manager.
8991 (5)(9) The cost of preparing and furnishing the lists
9092 of qualified electors to the election officials as required by
9193 law.
9294 (6)(10) The cost of publishing any notice or other item
9395 related to any election and required by law, including, but
9496 not limited to, the publication of notice of any election and
9597 any voter lists.
96-(b) Requests for reimbursement shall be submitted to
97-the Comptroller within 90 days following the date of the
98-election in which the expenses were incurred.
99-(c) This section shall apply to each primary and
100-general election beginning with the election on November 5,
