21+AN ACT
2022 Relating to individuals with sensory needs and
2123 invisible disabilities; to require fire-protection personnel,
2224 certified volunteer firefighters, and emergency medical
2325 services personnel to undergo regular training related to
2426 interacting with individuals with sensory needs or invisible
2527 disabilities; to require recently certified fire-protection
2628 personnel to undergo the training; and to condition the
2729 training requirements on the collaboration with a nonprofit
2830 entity to provide the training without compensation.
2931 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
3032 Section 1. This act shall be known and may be cited as
3133 the Abram Colin Act.
3234 Section 2. (a) This section shall have the same
3335 definitions as Section 36-32-1, Code of Alabama 1975.
3436 (b) Beginning January 1, 2025, the Alabama
3537 Firefighters' Personnel Standards and Education Commission
3638 shall: (i) within in six months of a fire-protection personnel
3739 becoming certified, require he or she to complete one hour of
3840 training on interacting with individuals with sensory needs or
3941 invisible disabilities; and (ii) require each fire-protection
40-personnel and certified volunteer firefighter to complete one
41-hour of training on interacting with individuals with sensory
42-needs or invisible disabilities every other year.
43-(c)(1) The Alabama Firefighters' Personnel Standards
44-and Education Commission shall collaborate with a nonprofit

72+personnel and certified volunteer firefighter to complete one
73+hour of training on interacting with individuals with sensory
74+needs or invisible disabilities every other year.
75+(c)(1) The Alabama Firefighters' Personnel Standards
7476 and Education Commission shall collaborate with a nonprofit
7577 entity that provides training on individuals with sensory
7678 needs or invisible disabilities to administer the training
7779 required by this section. The entity shall provide the
7880 required training related to individuals with sensory needs or
7981 invisible disabilities without compensation. The training may
8082 be provided in person or online. The commission shall ensure
8183 the entity chosen to administer the training annually reviews
8284 and updates the training to include changes and trends
8385 relating to individuals with sensory needs or invisible
8486 disabilities.
8587 (2) The training requirements of this section only
8688 apply if the company that the commission collaborates with
8789 pursuant to subdivision (1) provides the training without
8890 compensation.
8991 (d) The training requirements of subsection (b) do not
9092 apply to employees of the Alabama State Forestry Commission.
9193 (e) This section shall not be construed to eliminate,
9294 alter, or otherwise modify any immunity regarding
9395 fire-protection personnel or certified volunteer firefighters
9496 established under the constitution and laws of this state.
9597 Section 3. (a) This section shall have the same
9698 definitions as Section 22-18-1, Code of Alabama 1975.
9799 (b) Beginning January 1, 2025, the Alabama Department
98-of Public Health shall require each emergency medical services
99-personnel to annually complete one hour of training on
100-interacting with individuals with sensory needs or invisible
101-disabilities.
102-(c)(1) The Alabama Department of Public Health shall

129+(b) Beginning January 1, 2025, the Alabama Department
130+of Public Health shall require each emergency medical services
131+personnel to annually complete one hour of training on
132+interacting with individuals with sensory needs or invisible
133+disabilities.
132134 (c)(1) The Alabama Department of Public Health shall
133135 collaborate with a nonprofit entity that provides training on
134136 individuals with sensory needs or invisible disabilities to
135137 administer the training required by this section. The company
136138 shall provide the required training related to individuals
137139 with sensory needs or invisible disabilities without
138140 compensation. The training may be provided in person or
139141 online. The department shall ensure the entity chosen to

143145 (2) The training requirements of this section only
144146 apply if the entity that the department collaborates with

147149 (d) This section shall not be construed to eliminate,
148150 alter, or otherwise modify any immunity regarding emergency
149151 medical services personnel established under the constitution
150152 and laws of this state.
151153 Section 4. This act shall become effective January 1,
