16	16	This bill would relate to any Class 3
17	17	municipality organized under Act 618 of the 1973
18	18	Regular Session and would further provide for the
19	19	salary and expense allowance of the city council and
20	20	mayor.

22	22	TO BE ENACTED
23	23	AN ACT
24	24	Relating to any Class 3 municipality organized under
25	25	Act 618 of the 1973 Regular Session (Acts 1973, p. 879),
26	26	providing for the mayor-council form of government in certain
27	27	municipalities having a certain population according to the
28	28	1970 or any subsequent federal decennial census; to amend
29	29	Sections 45-51A-33.54 and 45-51A-33.93, Code of Alabama 1975,
30	30	to further provide for the salary and expense allowance of the
31	31	city council and mayor.
32	32	BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
33	33	Section 1. This act shall apply only to any Class 3
34	34	municipality organized under Act 618 of the 1973 Regular
35	35	Session (Acts 1973, p. 879).
36	36	Section 2. Sections 45-51A-33.54 and 45-51A-33.93, Code
37	37	of Alabama 1975, are amended to read as follows:

68	68	"§45-51A-33.54
69	69	(a) Commencing with the 1995 term, the council shall
70	70	receive such salary as the council, by resolution or by
71	71	ordinance, may prescribe. Such salary and the manner in which
72	72	it is to be paid, shall be established by the council. In no
73	73	event shall the council set the annual salary of the council
74	74	below eight thousand five hundred dollars ($8,500) or above
75	75	eighteen thousand dollars ($18,000).
76	76	(b) Effective October 1, 2024, in addition to the
77	77	salary authorized in subsection (a), the council shall receive
78	78	an additional annual expense allowance in the amount of twelve
79	79	thousand dollars ($12,000) per year, payable in the same
80	80	manner as the salary authorized in subsection (a).
81	81	(c) Effective at the beginning of the 2027 term, the
82	82	council shall receive an annual salary of thirty thousand
83	83	dollars ($30,000) per year and subsections (a) and (b) shall
84	84	be void and of no effect. "

86	86	(a) Commencing with the 1995 term, the mayor shall
87	87	receive such salary as the council, by resolution or
88	88	ordinance, may prescribe. Such salary and the manner in which
89	89	it is to be paid, shall be established by the council. In no
90	90	event shall the council set the annual salary of the mayor
91	91	below fifty thousand dollars ($50,000) or above ninety-five
92	92	thousand dollars ($95,000).
93	93	(b) Effective October 1, 2024, in addition to the
94	94	salary authorized in subsection (a), the mayor shall receive
95	95	an additional annual expense allowance in the amount of

126	126	fifty-five thousand dollars ($55,000) per year, payable in the
127	127	same manner as the salary authorized in subsection (a).
128	128	(c) Effective at the beginning of the 2027 term, the
129	129	mayor shall receive an annual salary of one hundred fifty
130	130	thousand dollars ($150,000) per year and subsections (a) and
131	131	(b) shall be void and of no effect. "
132	132	Section 3. This act shall become effective June 1,
