1515 SYNOPSIS:
1616 This bill would propose an amendment to the
1717 Constitution of Alabama of 2022, relating to Tuscaloosa
1818 County, to provide for the establishment of a special
1919 fund maintained by the Tuscaloosa County Road
2020 Improvement Commission funded by contributions from the
2121 Tuscaloosa County Commission, the Tuscaloosa City
2222 Council, and the Northport City Council to be used
2323 solely for the purpose of matching federal funds to be
2424 used for the purpose of funding the completion of the
2525 eastern bypass around the City of Tuscaloosa and the
2626 City of Northport.

6666 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
6767 Section 1. The following amendment to the Constitution
6868 of Alabama of 2022, is proposed:
6969 PROPOSED AMENDMENT
7070 (a) In addition to any other funding provided by law,
7171 the Tuscaloosa County Commission, the City Council of the City
7272 of Tuscaloosa, and the City Council of the City of Northport
7373 shall each respectively contribute quarterly for the fiscal
7474 years commencing October 1, 2026, and ending October 1, 2056,
7575 to a special fund maintained by the Tuscaloosa County Road
7676 Improvement Commission the following amounts to be used by the
7777 commission solely for the purpose of matching federal funds
7878 for the completion of the eastern bypass around the City of
7979 Tuscaloosa and the City of Northport:
8080 (1) The Tuscaloosa County Commission shall contribute
8181 for the fiscal year commencing on October 1, 2026, and
8282 continuing through the fiscal year commencing on October 1,
8383 2056, the amount of one million two hundred fifty thousand
8484 dollars ($1,250,000) each quarter to the special fund.
8585 (2) The City Council of the City of Tuscaloosa shall
8686 contribute for the fiscal year commencing on October 1, 2026,
8787 and continuing through the fiscal year commencing on October
8888 1, 2056, the amount of one million two hundred fifty thousand
8989 dollars ($1,250,000) each quarter to the special fund.
9090 (3) The City Council of the City of Northport shall
9191 contribute for the fiscal year commencing on October 1, 2026,
9292 and continuing through the fiscal year commencing on October
9393 1, 2056, the amount of six hundred twenty-five thousand
9494 dollars ($625,000) each quarter to the special fund.

124124 dollars ($625,000) each quarter to the special fund.
125125 (b) The amount of the contributions made by the
126126 Tuscaloosa County Commission, the City Council of the City of
127127 Tuscaloosa, and the City Council of the City of Northport
128128 pursuant to this subsection shall be adjusted each year,
129129 commencing for the quarter beginning on January 1, 2028, and
130130 each year thereafter, based on the percentage change in the
131131 median annual household income for the immediately preceding
132132 calendar year as determined in Section 2 of Section 49 of the
133133 Constitution of Alabama of 2022, for the adjustment of the
134134 annual basic compensation of members of the Legislature.
135135 Upon ratification of this constitutional amendment, the
136136 Code Commissioner shall number and place this amendment as
137137 appropriate in the constitution omitting this instructional
138138 paragraph and may make the following nonsubstantive revisions:
139139 change capitalization, hierarchy, spelling, and punctuation
140140 for purposes of style and uniformity; correct manifest
141141 grammatical, clerical, and typographical errors; revise
142142 internal or external citations and cross-references; and
143143 translate effective dates.
144144 END PROPOSED AMENDMENT
145145 Section 2. An election upon the proposed amendment
146146 shall be held at the 2024 General Election in accordance with
147147 Sections 284, 284.01, and 285 of the Constitution of Alabama
148148 of 2022, and the election laws of this state. The appropriate
149149 election official shall assign a ballot number for the
150150 proposed constitutional amendment on the election ballot and
151151 shall set forth the following description of the substance or
152152 subject matter of the proposed constitutional amendment:
