16	16	This bill would propose an amendment to the
17	17	Constitution of Alabama of 2022, relating to Tuscaloosa
18	18	County, to provide for the establishment of a special
19	19	fund maintained by the Tuscaloosa County Road
20	20	Improvement Commission funded by contributions from the
21	21	Tuscaloosa County Commission, the Tuscaloosa City
22	22	Council, and the Northport City Council to be used
23	23	solely for the purpose of matching federal funds to be
24	24	used for the purpose of funding the completion of the
25	25	eastern bypass around the City of Tuscaloosa and the
26	26	City of Northport.

29	29	AN ACT
30	30	To propose an amendment to the Constitution of Alabama
31	31	of 2022, relating to Tuscaloosa County; to provide for the
32	32	establishment of a special fund for the purpose of matching
33	33	federal funds to be used for funding the completion of the
34	34	eastern bypass around the City of Tuscaloosa and the City of
35	35	Northport.

66	66	BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
67	67	Section 1. The following amendment to the Constitution
68	68	of Alabama of 2022, is proposed:
69	69	PROPOSED AMENDMENT
70	70	(a) In addition to any other funding provided by law,
71	71	the Tuscaloosa County Commission, the City Council of the City
72	72	of Tuscaloosa, and the City Council of the City of Northport
73	73	shall each respectively contribute quarterly for the fiscal
74	74	years commencing October 1, 2026, and ending October 1, 2056,
75	75	to a special fund maintained by the Tuscaloosa County Road
76	76	Improvement Commission the following amounts to be used by the
77	77	commission solely for the purpose of matching federal funds
78	78	for the completion of the eastern bypass around the City of
79	79	Tuscaloosa and the City of Northport:
80	80	(1) The Tuscaloosa County Commission shall contribute
81	81	for the fiscal year commencing on October 1, 2026, and
82	82	continuing through the fiscal year commencing on October 1,
83	83	2056, the amount of one million two hundred fifty thousand
84	84	dollars ($1,250,000) each quarter to the special fund.
85	85	(2) The City Council of the City of Tuscaloosa shall
86	86	contribute for the fiscal year commencing on October 1, 2026,
87	87	and continuing through the fiscal year commencing on October
88	88	1, 2056, the amount of one million two hundred fifty thousand
89	89	dollars ($1,250,000) each quarter to the special fund.
90	90	(3) The City Council of the City of Northport shall
91	91	contribute for the fiscal year commencing on October 1, 2026,
92	92	and continuing through the fiscal year commencing on October
93	93	1, 2056, the amount of six hundred twenty-five thousand
94	94	dollars ($625,000) each quarter to the special fund.

124	124	dollars ($625,000) each quarter to the special fund.
125	125	(b) The amount of the contributions made by the
126	126	Tuscaloosa County Commission, the City Council of the City of
127	127	Tuscaloosa, and the City Council of the City of Northport
128	128	pursuant to this subsection shall be adjusted each year,
129	129	commencing for the quarter beginning on January 1, 2028, and
130	130	each year thereafter, based on the percentage change in the
131	131	median annual household income for the immediately preceding
132	132	calendar year as determined in Section 2 of Section 49 of the
133	133	Constitution of Alabama of 2022, for the adjustment of the
134	134	annual basic compensation of members of the Legislature.
135	135	Upon ratification of this constitutional amendment, the
136	136	Code Commissioner shall number and place this amendment as
137	137	appropriate in the constitution omitting this instructional
138	138	paragraph and may make the following nonsubstantive revisions:
139	139	change capitalization, hierarchy, spelling, and punctuation
140	140	for purposes of style and uniformity; correct manifest
141	141	grammatical, clerical, and typographical errors; revise
142	142	internal or external citations and cross-references; and
143	143	translate effective dates.
144	144	END PROPOSED AMENDMENT
145	145	Section 2. An election upon the proposed amendment
146	146	shall be held at the 2024 General Election in accordance with
147	147	Sections 284, 284.01, and 285 of the Constitution of Alabama
148	148	of 2022, and the election laws of this state. The appropriate
149	149	election official shall assign a ballot number for the
150	150	proposed constitutional amendment on the election ballot and
151	151	shall set forth the following description of the substance or
152	152	subject matter of the proposed constitutional amendment:

197	197	part of the Constitution of Alabama of 2022, when approved by
198	198	a majority of the qualified electors voting thereon.
