SYNOPSIS:
This bill would propose an amendment to the
Constitution of Alabama of 2022, relating to Tuscaloosa
County, to provide for the establishment of a special
fund maintained by the Tuscaloosa County Road
Improvement Commission funded by contributions from the
Tuscaloosa County Commission, the Tuscaloosa City
Council, and the Northport City Council to be used
solely for the purpose of matching federal funds to be
used for the purpose of funding the completion of the
eastern bypass around the City of Tuscaloosa and the
City of Northport.

TO BE ENTITLED
AN ACT
To propose an amendment to the Constitution of Alabama
of 2022, relating to Tuscaloosa County; to provide for the
establishment of a special fund for the purpose of matching
federal funds to be used for funding the completion of the
eastern bypass around the City of Tuscaloosa and the City of
Northport.

BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
Section 1. The following amendment to the Constitution
of Alabama of 2022, is proposed:
              PROPOSED AMENDMENT
(a) In addition to any other funding provided by law,
the Tuscaloosa County Commission, the City Council of the City
of Tuscaloosa, and the City Council of the City of Northport
shall each respectively contribute quarterly for the fiscal
years commencing October 1, 2026, and ending October 1, 2056,
to a special fund maintained by the Tuscaloosa County Road
Improvement Commission the following amounts to be used by the
commission solely for the purpose of matching federal funds
for the completion of the eastern bypass around the City of
Tuscaloosa and the City of Northport:
(1) The Tuscaloosa County Commission shall contribute
for the fiscal year commencing on October 1, 2026, and
continuing through the fiscal year commencing on October 1,
2056, the amount of one million two hundred fifty thousand
dollars ($1,250,000) each quarter to the special fund.
(2) The City Council of the City of Tuscaloosa shall
contribute for the fiscal year commencing on October 1, 2026,
and continuing through the fiscal year commencing on October
1, 2056, the amount of one million two hundred fifty thousand
dollars ($1,250,000) each quarter to the special fund.
(3) The City Council of the City of Northport shall
contribute for the fiscal year commencing on October 1, 2026,
and continuing through the fiscal year commencing on October
1, 2056, the amount of six hundred twenty-five thousand
dollars ($625,000) each quarter to the special fund.

dollars ($625,000) each quarter to the special fund.
(b) The amount of the contributions made by the
Tuscaloosa County Commission, the City Council of the City of
Tuscaloosa, and the City Council of the City of Northport
pursuant to this subsection shall be adjusted each year,
commencing for the quarter beginning on January 1, 2028, and
each year thereafter, based on the percentage change in the
median annual household income for the immediately preceding
calendar year as determined in Section 2 of Section 49 of the
Constitution of Alabama of 2022, for the adjustment of the
annual basic compensation of members of the Legislature.
Upon ratification of this constitutional amendment, the
Code Commissioner shall number and place this amendment as
appropriate in the constitution omitting this instructional
paragraph and may make the following nonsubstantive revisions:
change capitalization, hierarchy, spelling, and punctuation
for purposes of style and uniformity; correct manifest
grammatical, clerical, and typographical errors; revise
internal or external citations and cross-references; and
translate effective dates.
END PROPOSED AMENDMENT
Section 2. An election upon the proposed amendment
shall be held at the 2024 General Election in accordance with
Sections 284, 284.01, and 285 of the Constitution of Alabama
of 2022, and the election laws of this state. The appropriate
election official shall assign a ballot number for the
proposed constitutional amendment on the election ballot and
shall set forth the following description of the substance or
subject matter of the proposed constitutional amendment:

subject matter of the proposed constitutional amendment:
"Relating to Tuscaloosa County, proposing an amendment
to the Constitution of Alabama of 2022, to to provide for the
establishment of a special fund maintained by the Tuscaloosa
County Road Improvement Commission funded by contributions
from the Tuscaloosa County Commission, the Tuscaloosa City
Council, and the Northport City Council to be used solely for
the purpose of matching federal funds to be used for the
purpose of funding the completion of the eastern bypass around
the City of Tuscaloosa and the City of Northport.

This description shall be followed by the following
language:
"Yes( ) No( )."
Section 3. The proposed amendment shall become valid as
part of the Constitution of Alabama of 2022, when approved by
a majority of the qualified electors voting thereon.
