15	15	SYNOPSIS:
16	16	This bill would require the Secretary of the
17	17	Alabama State Law Enforcement Agency to create and
18	18	publish a list of approved unmanned aircraft systems
19	19	for this state.
20	20	This bill would also prohibit any county,
21	21	municipality, or other political subdivision of the
22	22	state from purchasing an unmanned aircraft system that
23	23	is not an approved unmanned aircraft system.

25	25	TO BE ENTITLED
26	26	AN ACT
27	27	Relating to unmanned aircraft systems; to require the
28	28	Secretary of the Alabama State Law Enforcement Agency to take
29	29	certain actions regarding unmanned aircraft systems; and to
30	30	prohibit a county, municipality, or other political
31	31	subdivision of the state from purchasing certain unmanned
32	32	aircraft systems.
33	33	BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
34	34	Section 1. For the purposes of this act, the following
35	35	terms have the following meanings:
36	36	(1) APPROVED UNMANNED AIRCRAFT SYSTEM. An unmanned

66	66	(1) APPROVED UNMANNED AIRCRAFT SYSTEM. An unmanned
67	67	aircraft system approved by the Secretary of the Alabama State
68	68	Law Enforcement Agency and included on the secretary's
69	69	published list pursuant to Section 2.
70	70	(2) UNMANNED AIRCRAFT SYSTEM. As defined in Section
71	71	13A-7-4.3, Code of Alabama 1975.
72	72	Section 2. (a) No later than January 1, 2025, the
73	73	Secretary of the Alabama State Law Enforcement Agency shall
74	74	develop a list of approved unmanned aircraft systems for this
75	75	state.
76	76	(b) The list shall include unmanned aircraft systems
77	77	that are compliant with Federal Aviation Administration
78	78	standards and that present no threat to the security of the
79	79	state.
80	80	(c) The list shall be published on the Alabama State
81	81	Law Enforcement Agency website.
82	82	(d) The secretary shall review and update the list on
83	83	both the first day of July and on the first day of January of
84	84	each year.
85	85	Section 3. No county, municipality, or other political
86	86	subdivision of this state may purchase an unmanned aircraft
87	87	system that is not an approved unmanned aircraft system.
88	88	Section 4. This act shall become effective on October
89	89	1, 2024.
