SYNOPSIS:
This bill would require the Secretary of the
Alabama State Law Enforcement Agency to create and
publish a list of approved unmanned aircraft systems
for this state.
This bill would also prohibit any county,
municipality, or other political subdivision of the
state from purchasing an unmanned aircraft system that
is not an approved unmanned aircraft system.
A BILL
TO BE ENTITLED
AN ACT
Relating to unmanned aircraft systems; to require the
Secretary of the Alabama State Law Enforcement Agency to take
certain actions regarding unmanned aircraft systems; and to
prohibit a county, municipality, or other political
subdivision of the state from purchasing certain unmanned
aircraft systems.
BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
Section 1. For the purposes of this act, the following
terms have the following meanings:
(1) APPROVED UNMANNED AIRCRAFT SYSTEM. An unmanned

(1) APPROVED UNMANNED AIRCRAFT SYSTEM. An unmanned
aircraft system approved by the Secretary of the Alabama State
Law Enforcement Agency and included on the secretary's
published list pursuant to Section 2.
(2) UNMANNED AIRCRAFT SYSTEM. As defined in Section
13A-7-4.3, Code of Alabama 1975.
Section 2. (a) No later than January 1, 2025, the
Secretary of the Alabama State Law Enforcement Agency shall
develop a list of approved unmanned aircraft systems for this
state.
(b) The list shall include unmanned aircraft systems
that are compliant with Federal Aviation Administration
standards and that present no threat to the security of the
state.
(c) The list shall be published on the Alabama State
Law Enforcement Agency website.
(d) The secretary shall review and update the list on
both the first day of July and on the first day of January of
each year.
Section 3. No county, municipality, or other political
subdivision of this state may purchase an unmanned aircraft
system that is not an approved unmanned aircraft system.
Section 4. This act shall become effective on October
1, 2024.
