Relating to Catastrophe Savings Accounts; expands allowable expenses

Travel insurance, Travel Insurance Act, created, licensing and registration requirements revised, sale of travel insurance, establish sales practices standards, Secs. 27-64-1 to 27-64-10, inclusive, added; Sec. 27-7-5.2 repealed

Relating to consumer credit financing in the sale or lease of motor vehicles; to amend Section 8-37A-4 of the Code of Alabama 1975, as added by Act 2022-179 of the 2022 Regular Session, relating to motor vehicle value protection agreements and the requirements of a provider of the agreements to insure performance of the obligations of the provider; to further clarify the requirements of an insurance policy maintained by the provider for this purpose.

Relating to building codes; to amend Section 27-2-39, Code of Alabama 1975, to provide for a portion of fees and taxes collected by the Department of Insurance to the Alabama Residential Building Code Fund; to designate Sections 34-14A-1 through 34-14A-20 as Article 1 of Chapter 14A of Title 34, Code of Alabama 1975; to amend Sections 34-14A-1, 34-14A-2, 34-14A-7, 34-14A-12, 34-14A-20, Code of Alabama 1975, to provide for the establishment of the Alabama Residential Building Code and its authority; to further provide for the practice of residential home building; to further provide for the duties of the Home Builders Licensure Board; to add Article 2, commencing with Section 34-14A-41, to Chapter 14A of Title 34, Code of Alabama 1975, to establish the Alabama Residential Building Code Division within the Home Builders Licensure Board and provide for its duties; to establish the Alabama Residential Building Code Fund in the State Treasury and provide for its administration; to add Article 6A, commencing of Section 41-9-175, to Chapter 9 of Title 41, Code of Alabama 1975, to establish the Alabama Residential Building Code Advisory Council and provide for its membership and duties; to amend Sections 41-23-80, 41-23-81, 41-23-82, 41-23-84, 41-23-85, Code of Alabama 1975, to provide for the change of the name of the Alabama Energy and Residential Codes Board to the Alabama Commercial Energy Code Board and further provide for the membership of the board; and to provide requirements for certain local building codes adopted or amended after a date certain.

Relating to health insurance; to allow health insurers to communicate with enrollees regarding their health insurance plan or policy by electronic means.

Relating to pharmacists; to amend Section 27-45A-7, Code of Alabama 1975; to authorize a pharmacist to decline to fill a prescription if the pharmacist will be reimbursed for the drug in an amount that is less than the pharmacist's acquisition cost; and to prohibit a pharmacist from being restricted from discussing matters relating to a pharmacy claim with a patient.

Relating to insurance; to limit the number of times an insurer may apply a separate deductible to a homeowner's or a commercial property owner's named storm or hurricane insurance policy.

Pharmacy Benefits Managers; providing a prescription reimbursement rate for independent pharmacies and regulating other practices

Insurance Department insurers required to be licensed, unauthorized insurers, exceptions for surplus line brokers, further provided for, authority for membership in the Surplus Line Insurance Multi-State Compliance Compact Act repealed.
