Relating to the Employees' Retirement System of Alabama; to amend Section 36-27-59, Code of Alabama 1975, to designate the Commissioner of Corrections and deputy commissioners of corrections who have earned and maintain APOSTC certification as correctional officers or law enforcement officers for state retirement purposes; and to provide that the designation is retroactive.
To provide for an additional circuit judgeship, designated as Circuit Judgeship Number 4, in the Nineteenth Judicial Circuit comprised of Autauga, Chilton, and Elmore Counties; to provide for an additional circuit judgeship in the Twenty-third Judicial Circuit comprised of Madison County; to provide for an additional circuit judgeship in the Twenty-eighth Judicial Circuit comprised of Baldwin County; and to provide for the authority of the judges and for the compensation and benefit of the judges.
To amend Section 17-3-8, Code of Alabama 1975, as last amended by Act 2022-112 of the 2022 Regular Session, relating to meeting days of boards of registrars; to increase the number of working days that the Shelby County Board of Registrars may meet each week.
Relating to guardians ad litem; to amend Section 15-12-21, Code of Alabama 1975; to increase the compensation for an attorney appointed to serve as a guardian ad litem in certain juvenile cases.
Relating to the Alabama State Board of Veterinary Medical Examiners; to amend Section 34-29-67, Code of Alabama 1975, to increase the daily stipend for board members; and to authorize the board to increase the amount of the daily stipend at its discretion by rule.
Relating to the Teachers' Retirement System and the Employees' Retirement System; to amend Section 16-1-44.1, Code of Alabama 1975; to provide further for the compensation of retired law enforcement officers providing services as school resource officers for local boards of education.
Relating to Medicaid; to amend Section 40-26B-26, Code of Alabama 1975, to revise the circumstances under which the Alabama Medicaid Agency may revise the ceiling for the Medicaid reimbursement rate to nursing facilities during a given fiscal year; and to make nonsubstantive, technical revisions to update the existing code language to current style.
Relating to the Department of Corrections; to add Section 14-1-25 to the Code of Alabama 1975, to provide that the Department of Corrections may expend funds to further the mission of the department.
Relating to exemptions from ad valorem taxation; to amend Section 40-9-1, as last amended by Act 2022-199 of the 2022 Regular Session, Code of Alabama 1975; to exempt certain aircraft from ad valorem taxation.
Relating to Medicaid; to amend Section 40-26B-26, Code of Alabama 1975, to revise the circumstances under which the Alabama Medicaid Agency may revise the ceiling for the Medicaid reimbursement rate to nursing facilities during a given fiscal year; and to make nonsubstantive, technical revisions to update the existing code language to current style.
Relating to the Alabama Transportation Infrastructure Bank; to amend Sections 23-7-2 and 23-7-15, Code of Alabama 1975, to include additional entities, including tax increment districts, Alabama improvement districts, and cooperative improvement districts, as government units that may receive loans or financial assistance from the bank; to reduce the minimum project cost to be eligible for assistance from the bank; and to further provide for the bank's annual reporting requirements.
Relating to sheriffs; to amend Act 2022-133, 2022 Regular Session, now appearing as Section 41-23-9, Code of Alabama 1975, to change the name of the Local Government Pistol Permit Revenue Loss Fund; to increase the life span of the fund; to further provide for expenditures from the fund; to further provide for the deposit and allocation of grant reimbursement monies; and to make nonsubstantive, technical revisions to update existing code language to current style.
Relating to the Department of Public Safety of the Alabama State Law Enforcement Agency; to provide for salary increases for certain law enforcement officers employed by the agency.
