Relating to podiatry; to amend Section 34-24-230, Code of Alabama 1975; to expand the scope of the practice of podiatry to include treatment of disorders of the foot and ankle.
Relating to the Alabama Department of Public Health; to adopt the Genesis Act; to require the Department of Health to establish a Certificate of Nonviable Birth form to issue to parents, upon request, for certain nonviable births.
Relating to public health; to exempt U.S. Department of Defense events held in the state from any state public health law if the law conflicts with a regulation, law, or condition required by the Department of Defense to attend the event.
Relating to health care; to prohibit discrimination against an individual with a disability in receiving an anatomical gift or organ transplant based on his or her disability; to require health care providers and organ transplant centers to provide reasonable accommodations to individuals with a disability in medical need of an anatomical gift or organ transplant; and to provide disabled individuals the right to equitable relief.
Relating to the Alabama Board of Social Work Examiners; to amend Section 34-30-3, Code of Alabama 1975, and to add Section 34-30-34 to the Code of Alabama 1975; to provide further for the scope of practice of licensees.
Relating to cannabis; to prohibit the sale, distribution, marketing, or possession of psychoactive cannabinoids found in hemp for certain age groups; to levy a five percent tax on the gross proceeds of products containing psychoactive cannabinoids sold at retail; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Section 111.05 of the Constitution of Alabama of 2022.
Relating to consumption of fishes; to require the State Health Officer to issue advisories concerning fish consumption and to establish a panel to advise on and discuss this issue; to require the Alabama Department of Environmental Management to test fishes for pollutants and post signage at water bodies notifying of an active fish consumption advisory; and to require the Department of Conservation and Natural Resources to notify fish license purchasers of all active advisories.
Relating to health care facilities; to add Section 22-21-437 to the Code of Alabama 1975; to require health care facilities to adopt certain visitation policies; to provide that patients have a right to certain visitation; to allow patients to designate an essential caregiver and to guarantee that caregiver certain visitation rights; to prohibit a health care facility from adopting a visitation policy that is more stringent than certain employee policies; to prohibit a health care facility from requiring visitors to show proof of vaccination or from prohibiting consensual physical contact between visitors and patients; to provide for the circumstances in which patients may not be denied visitors who are not essential caregivers; to require health care facilities to provide visitation policies to the Department of Public Health; to require the Department of Public Health to develop a mechanism for complaints; to provide certain immunity from liability in certain circumstances; to exempt certain psychiatric care facilities from the provisions of this bill; and to repeal Sections 22-21-430 through 22-21-436, Code of Alabama 1975, relating to hospital visitation during a public health emergency.
Relating to the Board of Medical Examiners; to amend Sections 34-24-50.1 and 34-24-70, Code of Alabama 1975, to provide further for qualifications for licensure as a physician; and to add Section 34-24-75.2 to the Code of Alabama 1975, to authorize the board to issue permits for certain medical school graduates to practice medicine in a limited capacity for a limited time as bridge year graduate physicians.
