Relating to motor vehicles; to prohibit certain motor vehicle speed contests, motor vehicle exhibitions of speed, and motor vehicle sideshows; to provide criminal penalties for a violation; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Section 111.05 of the Constitution of Alabama of 2022.

Relating to the Department of Corrections; to allow a Department of Corrections law enforcement officer to assist any law enforcement agency with public safety.
Relating to motor vehicle registration; to amend Section 32-6-650, Code of Alabama 1975; to add the U.S. Marine Corps and the U.S. Space Force to the list of service branches for which a military distinctive license plate is available; and to repeal Section 32-6-640, Code of Alabama 1975.
Relating to law enforcement training; to require each law enforcement officer to undergo training related to individuals with certain sensory needs or invisible disabilities every other year; and to provide that the Alabama Peace Officers' Standards and Training Commission shall collaborate with a nonprofit company to provide the training.
Relating to driver licenses; to amend Section 32-6-10.1, Code of Alabama 1975, to reduce the minimum time period certain Alabama licenses may be issued to a foreign national; and to make nonsubstantive, technical revisions to update the existing code language to current style.
Relating to military affairs and civil defense; to add Section 31-1-9 to the Code of Alabama 1975, to create the Troy Act; to provide that references in the code to the United States Uniformed Services include the Public Health Service Commissioned Corps and the National Oceanic and Atmospheric Administration Commissioned Officer Corps; and to direct the Code Commissioner to make these changes as appropriate in the Code of Alabama 1975.

Relating to the surrender of infants; to amend Sections 26-25-1, 26-25-2, 26-25-3, and 26-25-5, Code of Alabama 1975, and to add Sections 26-25-1.1 and 26-25-1.2 to the Code of Alabama 1975; to provide for the surrender of an infant to an emergency medical services provider or a hospital; to provide for the surrender of an infant in a baby safety device that meets certain requirements; to authorize the Department of Public Health to adopt rules relating to baby safety devices; to provide for an investigation into whether a surrendered infant is a missing child; to provide an affirmative defense to certain charges to parents who surrender an infant; to further provide for civil immunity for emergency medical services providers who accept surrendered infants; and to repeal Section 26-25-4, Code of Alabama 1975.
Relating to vessels and navigation; to provide for the placement of a uniform system of navigational markers on the waters of this state; to amend Section 33-5-4, Code of Alabama 1975, to require the Alabama State Law Enforcement Agency to provide general oversight and maintenance of permitted navigational markers on the waters of this state; and to make nonsubstantive, technical revisions to update the existing code language to current style.
