1717 SYNOPSIS:
1818 This bill would establish a formal process
1919 requiring the Legislative Services Agency to complete a
2020 Rural Impact Report if so requested by a legislator on
2121 any bill pending before the Legislature.
2222 This bill would specify the issues that must be
2323 assessed in a Rural Impact Report, including the impact
2424 on school systems, consequences to farmers and
2525 agricultural businesses, broken down by legislative
2626 districts and affected rural communities, and would
2727 require the incorporation of data from experts and
2828 rural stakeholders.
2929 This bill would establish a time frame for
3030 completing a report.

3434 Relating to the Legislature; to require the Legislative
3535 Services Agency to complete a Rural Impact Report on a bill,
3636 if so requested, and would set parameters for the contents of

6868 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
6969 Section 1. This act shall be known as the Reviewing
7070 Urban-Rural Asymmetries in Legislation (RURAL) Act.
7171 Section 2. The purpose of this act is to ensure that
7272 proposed legislation is evaluated for its potential effects on
7373 rural communities, agricultural stakeholders, and rural school
7474 districts before enactment, promoting informed decision-making
7575 and transparency in the legislative process. Additionally,
7676 this act provides comparative analysis between rural,
7777 suburban, and urban districts to highlight disparities and
7878 ensure balanced policy making.
7979 Section 3. (a) Any member of the Legislature may submit
8080 a formal request for a Rural Impact Report on any bill
8181 introduced in a legislative session.
8282 (b) Requests shall be submitted to the Legislative
8383 Services Agency, which shall be responsible for conducting the
8484 assessment.
8585 Section 4. (a) A Rural Impact Report shall include all
8686 of the following:
8787 (1) An analysis of the bill's direct and indirect
8888 effects on rural communities, including economic, social, and
8989 regulatory impacts.
9090 (2) A specific assessment of the potential consequences
9191 for farmers and agricultural businesses.
9292 (3) A localized breakdown of effects by legislative
9393 district and affected rural communities.
9494 (4) A comparative analysis of the bill's projected
9595 impact on rural districts versus suburban and urban districts,
9696 including any identified disparities or differential

127127 consequences.
128128 (5) An assessment of the bill's impact on rural school
129129 districts, including, but not limited to, school funding and
130130 budget allocations; student enrollment and demographic shifts;
131131 access to educational resources, including technology and
132132 extracurricular programs; teacher recruitment, retention, and
133133 workforce stability; and potential for school closures or
134134 consolidations due to legislative changes.
135135 (6) Identification of potential benefits, costs, and
136136 unintended consequences of the proposed legislation.
137137 (b) Reports shall incorporate data from relevant
138138 agencies, industry experts, education officials, and rural
139139 stakeholders to ensure accuracy and comprehensiveness.
140140 Section 5. (a) The Legislative Services Agency shall
141141 endeavor to complete the Rural Impact Report within 30 days of
142142 receiving a valid request.
143143 (b) If additional time is needed due to data
144144 limitations, the Legislative Services Agency shall notify the
145145 requesting legislator in writing with an estimated completion
146146 date.
147147 Section 6. (a) Completed Rural Impact Reports shall be
148148 made publicly available through the official website of the
149149 Legislature.
150150 (b) Copies shall also be provided to the requesting
151151 legislator, relevant legislative committees, and rural
152152 stakeholder organizations upon request.
153153 Section 7. This act shall become effective on October
154154 1, 2025.
