A BILL
TO BE ENTITLED
AN ACT
Relating to public school buses; to amend Section
16-27-1, Code of Alabama 1975, to require local boards of
education to adopt policies regarding the transportation of
dual enrollment and other students to offsite educational
venues; and to repeal Section 16-27-2, Code of Alabama 1975,
requiring the buses to transport community college and trade
school students under certain circumstances.
BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
Section 1. Section 16-27-1 of the Code of Alabama 1975,
is amended to read as follows:
"ยง16-27-1
The State Board of Education shall prescribe adopt
rules and regulations :
(1) Requiring all local boards of education which
provide transportation services for pupils students going to
and from public elementary and secondary schools of Alabama or
in school-related activities , and the presidents of all state
community, junior and technical colleges and directors of all
state technical institutes and trade schools which provide
transportation services for pupils going to and from said

transportation services for pupils going to and from said
technical institutes and trade schools or community, junior
and technical colleges to employ a competent supervisor or
manager of such the transportation services, whether such the
transportation services are provided in publicly owned or
privately owned buses;
(2) Requiring periodic safety inspection of all
vehicles used for transporting pupils students, whether such
the vehicles are publicly or privately owned;
(3) Requiring and providing for special training and
licensing of drivers of all vehicles used to transport pupils
students to and from school and in all school-related
activities, whether such the vehicles are publicly owned and
operated or operated under contract with a private owner	.; and
(4) Requiring each local board of education to adopt a
policy regarding transportation services available for
enrolled students including, but not limited to, dual
enrollment students at community and technical college
campuses or other offsite educational venues, and students
attending career technical education centers. "
Section 2. Section 16-27-2 of the Code of Alabama 1975,
requiring public school buses to provide transportation to
community college and trade school students under certain
circumstances, is repealed.
Section 3. This act shall become effective on June 1,
2025.
