1515 SYNOPSIS:
1616 This bill would require persons operating
1717 certain dog or cat boarding and grooming facilities to
1818 have a licensed veterinarian or licensed veterinary
1919 technician at the facility during business hours.
2020 This bill would also provide for the enforcement
2121 of this requirement, including the assessment of a
2222 civil penalty.

2525 AN ACT
2626 Relating to pet care; to require persons operating
2727 certain dog or cat boarding and grooming facilities to have a
2828 licensed veterinarian or licensed veterinary technician at the
2929 facility; and to provide civil penalties for violations.
3030 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
3131 Section 1. (a) For the purposes of this section, the
3232 following terms have the following meanings:
3333 (1) BOARDING FACILITY. Any place of business where the
3434 commercial boarding, confinement, or otherwise keeping of at
3535 least 100 dogs or cats may occur.
3636 (2) CAT. Any domesticated member of Felis catus.

6666 (2) CAT. Any domesticated member of Felis catus.
6767 (3) DOG. Any domesticated member of Canis lupus
6868 familiaris.
6969 (4) GROOMING FACILITY. Any place of business where the
7070 commercial grooming of dogs or cats occurs that employs at
7171 least 20 individuals in a calendar year.
7272 (5)LICENSED VETERINARIAN. The term as defined in
7373 Section 34-29-61, Code of Alabama 1975.
7474 (6)LICENSED VETERINARY TECHNICIAN . The term as defined
7575 in Section 34-29-61, Code of Alabama 1975.
7676 (b) A person may not operate a boarding facility or
7777 grooming facility in this state without a licensed
7878 veterinarian or licensed veterinary technician at the facility
7979 during business hours who is capable of advising on and
8080 providing proper care to a dog or cat under the custody,
8181 control, or care of the facility.
8282 (c) The Department of Agriculture and Industries shall
8383 enforce this section and shall levy a fine of not less than
8484 five hundred dollars ($500) per violation.
8585 Section 2. This act shall become effective on October
8686 1, 2025.
