This bill would also provide for the enforcement of this requirement, including the assessment of a civil penalty. A BILL TO BE ENTITLED AN ACT Relating to pet care; to require persons operating certain dog or cat boarding and grooming facilities to have a licensed veterinarian or licensed veterinary technician at the facility; and to provide civil penalties for violations. BE IT ENACTED BY THE LEGISLATURE OF ALABAMA: Section 1. (a) For the purposes of this section, the following terms have the following meanings: (1) BOARDING FACILITY. Any place of business where the commercial boarding, confinement, or otherwise keeping of at least 100 dogs or cats may occur. (2) CAT. Any domesticated member of Canis lupus familiaris. (4) GROOMING FACILITY. Any place of business where the commercial grooming of dogs or cats occurs that employs at least 20 individuals in a calendar year. (5)LICENSED VETERINARIAN. The term as defined in Section 34-29-61, Code of Alabama 1975. (6)LICENSED VETERINARY TECHNICIAN . The term as defined in Section 34-29-61, Code of Alabama 1975. (b) A person may not operate a boarding facility or grooming facility in this state without a licensed veterinarian or licensed veterinary technician at the facility during business hours who is capable of advising on and providing proper care to a dog or cat under the custody, control, or care of the facility. (c) The Department of Agriculture and Industries shall enforce this section and shall levy a fine of not less than five hundred dollars ($500) per violation. Section 2.
