26 | 26 | | WHEREAS, approximately 35 percent of Alabama's |
---|
27 | 27 | | workforce are parents, underscoring the essential need for |
---|
28 | 28 | | accessible, high-quality out-of-school and summer programs |
---|
29 | 29 | | that not only support working families, but also enable |
---|
30 | 30 | | employers to benefit from reduced absenteeism, increased |
---|
31 | 31 | | productivity, and higher employee retention; and |
---|
32 | 32 | | WHEREAS, for every child enrolled in an afterschool |
---|
33 | 33 | | program, four more are awaiting an opportunity to |
---|
34 | 34 | | participate, and 20 percent of students would have enrolled |
---|
35 | 35 | | in a summer program if one had been accessible; and |
---|
36 | 36 | | WHEREAS, this body finds a compelling interest in |
---|
37 | 37 | | seeking to expand access to the benefits of high-quality |
---|
38 | 38 | | out-of-school education programs; now therefore, |

196 | 194 | | (e)(1) The legislative members of the study |

197 | 195 | | commission shall be entitled to their legislative |

198 | 196 | | compensation, per diem, and travel expenses for each day |

199 | 197 | | they attend a meeting of the study commission pursuant to |

200 | 198 | | Section 49 of the Constitution of Alabama of 2022. |

201 | 199 | | (2) The nonlegislative members of the study |

202 | 200 | | commission shall serve without compensation but may be |

211 | 209 | | programming, by evaluating their effectiveness in delivering |

212 | 210 | | educational and developmental benefits to participants. |

247 | 245 | | (3) The funding of afterschool and summer |
---|
248 | 246 | | programming, by reviewing current financial support |
---|
249 | 247 | | mechanisms, identifying gaps, and exploring sustainable |

250 | 248 | | funding sources to ensure the programs' longevity and |

251 | 249 | | effectiveness. |

252 | 250 | | (g) The study commission shall prepare and submit a |

253 | 251 | | report of its findings, conclusions, and recommendations to |
---|
254 | 252 | | the Legislature not later than the fifteenth legislative day |
---|
255 | 253 | | of the 2026 Regular Session. Upon filing its report with the |
---|
256 | 254 | | Legislature, the study commission shall stand dissolved and |
---|
257 | 255 | | discharged of any future duties and liabilities. |
---|
258 | 256 | | (h) Pursuant to Section 36-14-17.1, Code of Alabama |

259 | 257 | | 1975, the study commission shall provide to the Secretary of |

260 | 258 | | State a notice of all meetings, the name of each member |

261 | 259 | | serving on the study commission, and a copy of the final |
---|
