17+HJR___ CREATING THE JOINT INTERIM STUDY COMMISSION ON
18+EXPANDING ACCESS TO HIGH-QUALITY OUT-OF-SCHOOL EDUCATION
19+PROGRAMS.
2020 WHEREAS, out-of-school and summer programs are vital
2121 to support the health and well-being of children and
2222 families; research shows that students who participate in
2323 these programs exhibit increased engagement in learning,
2424 significant academic improvements, and notable behavioral
2525 progress; and
2626 WHEREAS, approximately 35 percent of Alabama's
2727 workforce are parents, underscoring the essential need for
2828 accessible, high-quality out-of-school and summer programs
2929 that not only support working families, but also enable
3030 employers to benefit from reduced absenteeism, increased
3131 productivity, and higher employee retention; and
3232 WHEREAS, for every child enrolled in an afterschool
3333 program, four more are awaiting an opportunity to
3434 participate, and 20 percent of students would have enrolled
3535 in a summer program if one had been accessible; and
3636 WHEREAS, this body finds a compelling interest in
3737 seeking to expand access to the benefits of high-quality
3838 out-of-school education programs; now therefore,
3939 BE IT RESOLVED BY THE LEGISLATURE OF ALABAMA, BOTH
4040 HOUSES THEREOF CONCURRING, That there is created the Joint
41-Study Commission on Expanding Access to High-Quality
42-Out-of-School Education Programs.

7373 (a) The membership of the commission shall include

7575 (1) One member appointed by the Governor.
7676 (2) One member appointed by the Lieutenant Governor.
7777 (3) One member of the Senate, appointed by the
7878 President Pro Tempore of the Senate, and one member of the
7979 Senate, appointed by the Minority Leader of the Senate.
8080 (4) One member of the House of Representatives,
8181 appointed by the Speaker of the House of Representatives,
8282 and one member of the House of Representatives, appointed by
8383 the Minority Leader of the House of Representatives.
8484 (5) The State Superintendent of Education, or his or
8585 her designee.
8686 (6) The Commissioner of the State Department of Human
8787 Resources, or his or her designee.
8888 (7) The Secretary of Early Childhood Education, or
8989 his or her designee.
9090 (8) The Secretary of Workforce, or his or her
9191 designee.
9292 (9) The Commissioner of the State Department of
9393 Mental Health, or his or her designee.
9494 (10) The Director of the Department of Youth
9595 Services, or his or her designee.
9696 (11) The Director of the Alabama Commission on the
9797 Evaluation of Services, or his or her designee.

153152 (b) The appointing authorities shall coordinate their
154153 appointments to assure the study commission membership is
155-inclusive and reflects the racial, gender, geographic,
156-urban, rural, and economic diversity of the state.
157-(c) The Lieutenant Governor shall call the first
158-meeting of the study commission, at which time the members

182+appointments to assure the study commission membership is
183+inclusive and reflects the racial, gender, geographic,
184+urban, rural, and economic diversity of the state.
185+(c) The Lieutenant Governor shall call the first
188186 meeting of the study commission, at which time the members
189187 shall elect a chair and a vice chair from among the
190188 membership. The study commission may then meet as necessary
191189 to conduct business.
192190 (d) The Legislative Services Agency, the Clerk of the
193191 House of Representatives, and the Secretary of the Senate
194192 shall provide administrative and other assistance for the
195193 work of the study commission as necessary.
196194 (e)(1) The legislative members of the study
197195 commission shall be entitled to their legislative
198196 compensation, per diem, and travel expenses for each day
199197 they attend a meeting of the study commission pursuant to
200198 Section 49 of the Constitution of Alabama of 2022.
201199 (2) The nonlegislative members of the study
202200 commission shall serve without compensation but may be
203201 reimbursed for necessary expenses in attending meetings of
204202 the study commission pursuant to the policies of their
205203 respective appointing authority.
206204 (f) The study commission shall provide comprehensive
207205 recommendations to enhance afterschool and summer
208206 programming for the benefit of Alabama's youth by thoroughly
209207 examining each of the following:
210208 (1) The quality of afterschool and summer
211209 programming, by evaluating their effectiveness in delivering
212210 educational and developmental benefits to participants.
213-(2) The accessibility of afterschool and summer
214-programming, by identifying barriers that may prevent
215-children from participating, such as geographic, economic,
216-or social obstacles.

241+(2) The accessibility of afterschool and summer
242+programming, by identifying barriers that may prevent
243+children from participating, such as geographic, economic,
246244 or social obstacles.
247245 (3) The funding of afterschool and summer
248246 programming, by reviewing current financial support
249247 mechanisms, identifying gaps, and exploring sustainable
250248 funding sources to ensure the programs' longevity and
251249 effectiveness.
252250 (g) The study commission shall prepare and submit a
253251 report of its findings, conclusions, and recommendations to
254252 the Legislature not later than the fifteenth legislative day
255253 of the 2026 Regular Session. Upon filing its report with the
256254 Legislature, the study commission shall stand dissolved and
257255 discharged of any future duties and liabilities.
258256 (h) Pursuant to Section 36-14-17.1, Code of Alabama
259257 1975, the study commission shall provide to the Secretary of
260258 State a notice of all meetings, the name of each member
261259 serving on the study commission, and a copy of the final
262260 report and other documents produced throughout the duration
263261 of the study commission.
264262 (i) Each appointing authority named herein shall be
265263 provided a copy of this resolution upon its passage.
