CREATING THE JOINT INTERIM STUDY COMMISSION ON EXPANDING
ACCESS TO HIGH-QUALITY OUT-OF-SCHOOL EDUCATION PROGRAMS.
WHEREAS, out-of-school and summer programs are vital
to support the health and well-being of children and
families; research shows that students who participate in
these programs exhibit increased engagement in learning,
significant academic improvements, and notable behavioral
progress; and 
WHEREAS, approximately 35 percent of Alabama's
workforce are parents, underscoring the essential need for
accessible, high-quality out-of-school and summer programs
that not only support working families, but also enable
employers to benefit from reduced absenteeism, increased
productivity, and higher employee retention; and 
WHEREAS, for every child enrolled in an afterschool
program, four more are awaiting an opportunity to
participate, and 20 percent of students would have enrolled
in a summer program if one had been accessible; and 
WHEREAS, this body finds a compelling interest in
seeking to expand access to the benefits of high-quality
out-of-school education programs; now therefore, 
BE IT RESOLVED BY THE LEGISLATURE OF ALABAMA, BOTH
HOUSES THEREOF CONCURRING, That there is created the Joint
Study Commission on Expanding Access to High-Quality
Out-of-School Education Programs.

Out-of-School Education Programs.
(a) The membership of the commission shall include
the following:
(1) One member appointed by the Governor.
(2) One member appointed by the Lieutenant Governor. 
(3) One member of the Senate, appointed by the
President Pro Tempore of the Senate, and one member of the
Senate, appointed by the Minority Leader of the Senate. 
(4) One member of the House of Representatives,
appointed by the Speaker of the House of Representatives,
and one member of the House of Representatives, appointed by
the Minority Leader of the House of Representatives. 
(5) The State Superintendent of Education, or his or
her designee.
(6) The Commissioner of the State Department of Human
Resources, or his or her designee. 
(7) The Secretary of Early Childhood Education, or
his or her designee.
(8) The Secretary of Workforce, or his or her
designee.
(9) The Commissioner of the State Department of
Mental Health, or his or her designee. 
(10) The Director of the Department of Youth
Services, or his or her designee.
(11) The Director of the Alabama Commission on the
Evaluation of Services, or his or her designee.
(12) One member appointed by the State Superintendent
of Education, nominated by the School Superintendents of
Alabama.

(13) One member appointed by the State Superintendent
of Education, nominated by the Alabama Association of School
Boards. 
(14) One member who is a representative of a tribal
nation, appointed by the Governor.
(15) One member appointed by the Alabama Expanded
Learning Alliance. 
(16) One member appointed by the Alabama Education
Association. 
(17) One member appointed by the Alliance of Alabama
YMCAs. 
(18) One member appointed by the Boys and Girls Clubs
Alabama Alliance.
(19) One member appointed by Voices for Alabama's
Children.
(20) One member appointed by A+ Education
Partnership.
(21) One member appointed by New Schools for Alabama.
(22) One member appointed by the Council for Leaders
in Alabama Schools.
(23) Additional members may be added by majority vote
of the study commission membership. 
(b) The appointing authorities shall coordinate their
appointments to assure the study commission membership is
inclusive and reflects the racial, gender, geographic,
urban, rural, and economic diversity of the state. 
(c) The Lieutenant Governor shall call the first
meeting of the study commission, at which time the members

meeting of the study commission, at which time the members
shall elect a chair and a vice chair from among the
membership. The study commission may then meet as necessary
to conduct business. 
(d) The Legislative Services Agency, the Clerk of the
House of Representatives, and the Secretary of the Senate
shall provide administrative and other assistance for the
work of the study commission as necessary. 
(e)(1) The legislative members of the study
commission shall be entitled to their legislative
compensation, per diem, and travel expenses for each day
they attend a meeting of the study commission pursuant to
Section 49 of the Constitution of Alabama of 2022. 
(2) The nonlegislative members of the study
commission shall serve without compensation but may be
reimbursed for necessary expenses in attending meetings of
the study commission pursuant to the policies of their
respective appointing authority. 
(f) The study commission shall provide comprehensive
recommendations to enhance afterschool and summer
programming for the benefit of Alabama's youth by thoroughly
examining each of the following:
(1) The quality of afterschool and summer
programming, by evaluating their effectiveness in delivering
educational and developmental benefits to participants. 
(2) The accessibility of afterschool and summer
programming, by identifying barriers that may prevent
children from participating, such as geographic, economic,
or social obstacles.

or social obstacles. 
(3) The funding of afterschool and summer
programming, by reviewing current financial support
mechanisms, identifying gaps, and exploring sustainable
funding sources to ensure the programs' longevity and
effectiveness. 
(g) The study commission shall prepare and submit a
report of its findings, conclusions, and recommendations to
the Legislature not later than the fifteenth legislative day
of the 2026 Regular Session. Upon filing its report with the
Legislature, the study commission shall stand dissolved and
discharged of any future duties and liabilities. 
(h) Pursuant to Section 36-14-17.1, Code of Alabama
1975, the study commission shall provide to the Secretary of
State a notice of all meetings, the name of each member
serving on the study commission, and a copy of the final
report and other documents produced throughout the duration
of the study commission. 
(i) Each appointing authority named herein shall be
provided a copy of this resolution upon its passage.
