WHEREAS, it is a great pleasure to extend commendations and congratulations to Volkert, Incorporated, of Mobile, Alabama, on the occasion of celebrating its 100th Anniversary on February 4, 2025; and WHEREAS, Volkert, Incorporated, originally founded as Doullut & Ewin, Incorporated, in New Orleans in 1925 by Paul Doullut, Jr. and James P. Ewin, has grown from its origins as a specialist in port, waterfront construction, and heavy foundation projects to become one of the nation's top engineering firms; and WHEREAS, Volkert has made extraordinary contributions to the fields of engineering and infrastructure development over the past century, beginning with its work on major projects such as the expansions to Tulane Stadium, also known as the Sugar Bowl, in 1940 and the Alabama State Docks to support World War II supply efforts in 1942; and WHEREAS, in 1946, Volkert moved its corporate headquarters to Mobile, under the leadership of David Volkert, whose acquisition of the firm in 1954 solidified its future growth and influence, leading to its renaming in 1963; and WHEREAS, Volkert has been responsible for several 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 SJR6 Enrolled Page 2 WHEREAS, Volkert has been responsible for several iconic engineering projects, including the design of the Lake Pontchartrain Causeway in 1969, recognized as the world's longest bridge over water, and the Interstate-10 Bayway over Mobile Bay, completed in 1978, which remains the seventh longest bridge in the United States; and WHEREAS, Volkert demonstrated innovation and a commitment to employee welfare by establishing an Employee Stock Ownership Plan in 1975, making the company 100 percent employee-owned and giving its associates a vested interest in the firm's success; and WHEREAS, Volkert has contributed to the advancement of transportation infrastructure with projects such as the Anacostia Freeway in Washington, D.C., one of the nation's first controlled-access highways in 1963; I-565 through Huntsville, Alabama, the largest project in the history of the Alabama Department of Transportation at its completion in 1991; and the interchange of I-22 and I-65 as well as the renewal of I-59/20 in Birmingham, which were among the largest transportation projects in Alabama's history; and WHEREAS, Volkert has been recognized for excellence in engineering with awards such as the ACEC Grand Award for Engineering Excellence for its coastal restoration design services following Hurricane Katrina, the NSPE Award for Outstanding Engineering Achievement for the Cochrane Africatown Bridge in Mobile, which is Alabama's only cable-stay bridge, and is a member of the Alabama Engineering Hall of Fame; and WHEREAS, Volkert has played a vital role in the 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 46 47 48 49 50 51 52 53 54 55 56 SJR6 Enrolled Page 3 WHEREAS, Volkert has played a vital role in the preservation of Alabama's history, including its work to preserve the USS Alabama and USS Drum, Alabama's most visited attraction and a National Historic Landmark; and WHEREAS, Volkert's contributions extend to critical economic infrastructure, such as the APM Container Terminal at Choctaw Point, a $300 million project essential to Mobile's port operations; and WHEREAS, Volkert's workforce includes over 1,500 employee-owners across 60 offices in 25 states, with more than 250 employees based in Alabama; and WHEREAS, Volkert has consistently been ranked among the top 100 engineering firms in the nation, earning a reputation for excellence, innovation, and integrity over the past century; and WHEREAS, through its visionary leadership and dedicated workers, Volkert, Incorporated, continues to flourish and to contribute immeasurably to the economic growth and quality of life in the Mobile area; now therefore, BE IT RESOLVED BY THE LEGISLATURE OF ALABAMA, BOTH HOUSES THEREOF CONCURRING, That on the occasion of celebrating the milestone of its 100th Anniversary, Volkert, Incorporated, is honored and commended, and by copy of this resolution we extend highest tribute along with heartiest congratulations to this venerable and valuable institution. 57 58 59 60 61 62 63 64 65 66 67 68 69 70 71 72 73 74 75 76 77 78 79 80 81 SJR6 Enrolled Page 4 congratulations to this venerable and valuable institution. ________________________________________________ President and Presiding Officer of the Senate ________________________________________________ Speaker of the House of Representatives SJR6 Senate 12-Feb-25 I hereby certify that the within Act originated in and passed the Senate.
