24	23		SJR___ URGING THE TRUMP ADMINISTRATION, THE UNITED STATES
25	24		SECRETARY OF DEFENSE, AND THE UNITED STATES SECRETARY OF THE
26	25		AIR FORCE TO ESTABLISH A PERMANENT HEADQUARTERS FOR UNITED
27	26		STATES SPACE COMMAND AT REDSTONE ARSENAL IN HUNTSVILLE,
28	27		ALABAMA.
29	28		WHEREAS, in 2021, the United States Air Force
30	29		announced Redstone Arsenal in Huntsville, Alabama, as the
31	30		preferred location for the United States Space Command
32	31		Headquarters; and
33	32		WHEREAS, in determining where to permanently locate
34	33		the United States Space Command Headquarters, Redstone
35	34		Arsenal in Huntsville, Alabama, consistently ranked as the
36	35		top location throughout the selection process and compared
37	36		more favorably across four key factors and 21 criteria than
38	37		any other finalist location; and
39	38		WHEREAS, the results of the Strategic Basing Action
40	39		found that Huntsville, more so than any other finalist
41	40		location, provided a large, qualified workforce, quality
42	41		schools, superior infrastructure, and low initial and
43	42		recurring costs to the Department of Defense; and
44	43		WHEREAS, the results of the Strategic Basing Action
45	44		prove that Redstone Arsenal in Huntsville, Alabama, was and
46	45		remains the best location for the headquarters of the United
47	46		States Space Command, and it was the informed decision of

78	77		the Department of the Air Force to select the site as the
79	78		preferred location on January 13, 2021; and
80	79		WHEREAS, the findings of the Strategic Basing Action
81	80		have been supported by reports following subsequent
82	81		Department of Defense Inspector General and Government
83	82		Accountability Office investigations; now therefore,
84	83		BE IT RESOLVED BY THE LEGISLATURE OF ALABAMA, BOTH
85	84		HOUSES THEREOF CONCURRING, That this body recognizes that
86	85		the United States Air Force's Strategic Basing Action
87	86		process complied with the law and policy and was justified
88	87		in identifying Huntsville as the preferred permanent
89	88		location for the United States Space Command Headquarters to
90	89		ensure the national security and fiscal responsibility of
91	90		the United States and well-being of service members and
92	91		their families.
93	92		BE IT FURTHER RESOLVED, That we encourage the
94	93		President of the United States, the United States Secretary
95	94		of Defense, and the United States Secretary of the Air Force
96	95		to immediately proceed in establishing a permanent
97	96		headquarters for United States Space Command at Redstone
98	97		Arsenal in Huntsville.
99	98		BE IT FURTHER RESOLVED, That copies of this
100	99		resolution be delivered to the President of the United
101	100		States, the United States Secretary of Defense, the United
102	101		States Secretary of the Air Force, and the Alabama
103	102		Congressional Delegation.
