SOLDIERS AND AIRMEN TO INCLUDE PROGRAMS OF STUDY 11 
LEADING TO A POSTSECONDARY CERTIFICATE OR CREDENTIAL; 12 
AND FOR OTHER PURPOSES. 13

TO AMEND THE LAW REGARDING TUITION 17 
WAIVERS FOR ARKANSAS NATIONAL GUARD 18 
SOLDIERS AND AIRMEN TO INCLUDE PROGRAMS 19 
OF STUDY LEADING TO A POSTSECONDARY 20 
CERTIFICATE OR CREDENTIAL. 21

BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS: 23 
 24 
 SECTION 1.  Arkansas Code § 6-60-214(a), concerning the eligibility 25 
requirements for tuition benefits for soldiers and airmen of the Arkansas 26 
National Guard, is amended to read as follows: 27 
 (a)  A soldier or airman of the Arkansas National Guard may attend a 28 
state-supported institution of higher education tuition -free if the soldier 29 
or airman: 30 
 (1)  Is an Arkansas resident or is eligible for in -state tuition 31 
under § 6-60-205; 32 
 (2)  Except as provided in subdivision (f)(3) of this section, 33 
has completed initial active duty training; 34 
 (3)  Except as provided in subsection (f) of this section, is in 35 
good standing as an active soldier or airman of the Arkansas National Guard; 36    	HB1005

 (4)  Has been accepted to and is enrolled in a state -supported 1 
institution of higher education as a student in good standing; 2 
 (5)  Completed and submitted to the United States Department of 3 
Education a Free Application for Federal Student Aid (FAFSA); 4 
 (6)  Submitted applications for: 5 
 (A)  Federal and state grants and scholarships for which 6 
the soldier or airman is eligible; and 7 
 (B)  Grants and scholarships awarded by the state -supported 8 
institution of higher education in which the soldier or airman is enrolled; 9 
 (7)  Is enrolled in a program of study leading to an 10 
undergraduate degree or a postsecondary credential or certificate ; and 11 
 (8)  Has not received a bachelor's degree. 12
