BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS: 19

SECTION 1. Arkansas Code ยง 6 -20-2305(b)(5)(C), concerning additional 21
funding for professional learning communities, is repealed. 22
(C)(i) For the 2023 -2024 school year and each school year 23
thereafter, additional funding up to sixteen million five hundred thousand 24
dollars ($16,500,000) provided for professional development above the amount 25
in subdivision (b)(5)(A) of this section shall be used by the Division of 26
Elementary and Secondary Education for the development and administration of 27
professional learning communities for the benefit of public school districts. 28
(ii)(a) The Division of Elementary and Secondary 29
Education shall promulgate rules to administer the additional professional 30
development funding under subdivision (b)(5)(C)(i) of this section. 31
(b) The Division of Elementary and Secondary 32
Education may partner with or choose a person, firm, corporation, or 33
education service cooperative to provide the knowledge, skills, experience, 34
and expertise for the development of a research -based process for the 35
implementation of professional learning communities. 36
