Overview 
Instructs a charter school governing body (governing body) or school district governing board 
(governing board) to adopt policies that allow for classroom visits, tours and observations by 
parents. 
History 
The charter of a charter school must provide for a governing body that is responsible for the policy 
decisions of the charter school (A.R.S. § 15-183). A charter school is required to enroll all eligible 
pupils who submit a timely application, unless the number of applications exceeds program, class, 
grade level or building capacity (A.R.S. § 15-184) 
A governing board is responsible for prescribing policies to govern its schools that are not 
inconsistent with law or rules prescribed by the State Board of Education (A.R.S. § 15-341). 
Furthermore, statute directs a governing board to adopt procedures that allow parents to learn 
about parental rights and responsibilities, including open enrollment rights and their child's right 
to participate in gifted programs (A.R.S. § 15-102). 
Provisions 
1. Mandates a governing body or governing board adopt, in a public meeting, policies to allow 
for visits, tours and observations of all classrooms by parents of enrolled pupils and parents 
who wish to enroll their children in the charter school or school district unless a visit, tour or 
observation threatens the health and safety of pupils and staff. (Sec. 1, 2)
